Mogán receives amphibious chairs from the Canary Islands Government to improve accessibility on its beaches

The Canary Islands Government's Department of Social Welfare has formalized the concession of specialized equipment to the Mogán City Council, integrating the municipality into the network of destinations with accessible bathing services. The regional government is granting the use of amphibious wheelchairs financed with European Next Generation funds, transferring operational responsibility and maintenance costs directly to the local coffers for the next 50 years.

The agreement, signed by Regional Minister Candelaria Delgado and Mayor Onalia Bueno, establishes a strict roadmap for the southern municipality. Mogán must not only guarantee the effective provision of the service on its beaches, but also assume full responsibility for the logistics: from transporting and loading the equipment to repair costs, insurance, and storage. Failure to comply with these conditions or the use of the equipment for purposes unrelated to disability will empower the regional government to revoke the concession immediately.

The operation falls under the "Accessible Spain Plan," a project that uses the Recovery and Resilience Facility to provide infrastructure to tourist municipalities. However, the fine print of the agreement emphasizes the "personal and non-transferable" nature of the concession, expressly prohibiting the City Council from granting the use of the chairs to third parties, except for non-profit organizations responsible for managing the lifeguard service.

This transfer of authority over public property obliges the municipal administration to submit annual reports on the condition of the materials to the Directorate General for Disability. With the formalization of this administrative arrangement, the Government of the Canary Islands relinquishes direct management of assets that, despite being owned by the regional government, now depend on the diligence and financial resources of the Mogán municipality to ensure that the southern coast of Gran Canaria maintains its universal accessibility standards.
