The plenary session also approved a motion urging the DGT (Spanish Directorate General of Traffic) to study the possibility of establishing a driving license testing center in the South, and to allocate €450.000 to the rehabilitation of the Aldea Blanca Public Square, and another €900.000 to the improvement and conservation of public green areas.
At the plenary session held this Thursday by the Municipal Corporation of the San Bartolomé de Tirajana City Council, a minor modification of the General Urban Development Plan in lot 20-4 of Campo Internacional was unanimously approved by all political groups to modify the urban planning parameters of the same and to provide legal cover according to Law 2/2013 of Renewal and Modernization of Tourism in the Canary Islands to the renovation and improvement works carried out in the Hotel Suite Los Calderones, covered by the incentive framework of the Improvement and Modernization Plan (PMM) of Maspalomas before it was annulled in May 2018 by a ruling of the TSJC.
The license originally granted allowed the resort to increase its building density from 0,50 to 0,59 m²/m², expanding from 3.528,5 m² to 4.166.30 m², and also to increase occupancy from 30% to 36%, with the aim of adding complementary facilities. The maximum height was maintained at two stories, and the number of accommodation units was reduced from 86 to 78, shifting the establishment towards a higher-quality, lower-density tourism model. After the annulment of the PMM (Municipal Planning Management Plan), the resort's urban planning status was left in legal limbo. Now, following this plenary approval that regularizes its situation, the developer of the minor modification to the PGOU (General Urban Development Plan), the company Amoreto 2000 SL, and the City Council will sign the corresponding urban planning agreement to quantify the capital gains tax or urban development license fee that the developer will have to pay. This initial plenary agreement will be subject to public consultation for 45 days.
Non-contributory pensions
In the motions section, the plenary session approved the one presented by CC urging the Spanish Government to promote regulatory changes to ensure that regional policies to combat poverty and social exclusion can be implemented without interference from national legislation. The motion calls for amending the law that regulates non-contributory pensions so that regional supplements intended to improve the economic situation of vulnerable beneficiaries are exempt from income calculations.
Driving license in the South
A motion presented by NC was also approved, urging support for the request made by driving schools in the South and Southeast of Gran Canaria to establish a practical driving test center in the south of the island. The motion, which requests the collaboration of the Island Council and other relevant authorities for the implementation of this service, calls on the Directorate General of Traffic (DGT) to study the technical and administrative feasibility of designating the Vecindario Fairgrounds as the official starting and finishing point for practical driving tests. This motion has already been unanimously approved in the municipalities of Santa Lucía, Agüimes, and Ingenio, and will also be sent to Mogán requesting its support.
Purchase of light vehicles
Under urgent matters, the City Council approved its adherence to the framework agreement 18/24 for the supply of light commercial vehicles from the State Procurement Agency, with which a collaboration agreement has existed since October 30, 2009, "to access the purchase of light commercial vehicles (vans) for the municipal vehicle fleet through it, due to the advantages, speed and economic savings that this entails," explained the mayor.
White Village and green areas
Two economic matters were also approved as a matter of urgency. Specifically, a budget modification for extraordinary credits financed with surplus funds from the Treasury for general expenses, amounting to €1.350.000, which, as Mayor Marco Aurelio Pérez Sánchez explained, is allocated as follows: “€450.000 for the rehabilitation of the Aldea Blanca Public Square, and €900.000 for the rehabilitation, improvement, and maintenance of public green spaces.” The second was an extrajudicial recognition of credits for the payment of invoices for services, supplies, and works in the departments of New Technologies, Sports, Roads and Works, Health, Public Lighting, Municipal Vehicle Fleet, Tourism, Senior Citizens, and Festivals and Events, for a total amount of €393.756,29.
