El Tablero gains a new space for housing, shops and facilities next to the GC-1

 

The plenary session of the Corporation of San Bartolomé The council, meeting this Thursday in ordinary session, observed a minute of silence in memory of the victims of the recent earthquakes in Venezuela and, during the session, took note of the progress document for the substantial modification of the municipality's General Plan and the detailed planning of the sector T-9 de The Board and its strategic environmental study.

 

The document, which will now be open for public consultation and review by citizens for a period of 45 business days, was submitted by the company Aranrub SL on May 28th as the landowner. It proposes the urban development of the land located between the GC-1 highway and Chile Street, and from Francisco Vega Monroy Avenue to the Industrial Park.

 

The plan, which will reconcile commercial activity with housing, public facilities, and open spaces, affects an area of ​​168.709 m². The proposed detailed planning document reclassifies an additional 44.849 m² compared to the current plan and reorganizes the land's location, placing residential plots closer to the town center and commercial plots closer to the GC-1 highway and the industrial park. Technical reports state that this is the "most suitable alternative from a territorial and environmental perspective" and the one that "best resolves the technical issue of the road network that must act as a boundary."

 

According to the proposed plan, 24.871 m² will be allocated to public open spaces, around 15.900 m² to the general road system and the reservation of plots for future public educational, sports and social facilities, a little over 53.000 m² to tertiary and commercial activity and about 12.700 m² to residential use.

 

Palmitos Park

 

Regarding urban planning, the plenary session also unanimously approved the initiation of the Ordinary Strategic Environmental Assessment of the Special Plan for the Development of Palmitos Park, requested by the entity Aspro Parks Canarias SL, and to send the draft urban planning file to the municipal environmental body.

 

The land designated for the Special Plan for the zoo and its complementary facilities covers a total area of ​​216.822 m², of which 99.939 m² are located within the Pilancones Natural Park. The purpose of this proposal is to expand the 65.421 m² allocated for facilities in the 1996 General Urban Development Plan (PGOU) by 13.842 m² (20%).

 

Contract for prefabricated housing in El Matorral

 

Also approved at this plenary session was the file to sign a private lease agreement for the 9.280 m2 of land currently occupied by the 47 prefabricated homes in El Matorral, and the multi-year expenditure from 2026 to 2031 necessary to pay said rent. That land was ceded free of charge to the City Council by the owners of the Condal family through an urban development agreement signed on August 5, 1988. The transfer of the land for the installation of the prefabricated homes was valid for 20 years and expired on August 5, 2018. For that modular development, the City Council covered the urbanization and infrastructure works with €72.121,45, and the Ministry of Public Works, Housing and Water of the Government of the Canary Islands awarded the contract for the acquisition of the V-2 type homes to the company Alquimodul SA for just over 292.1 million pesetas (€1.755.652). The contract that is now being considered will be for four years plus one extension, and the economic costs involved will be €37.699,34 annually for the period 2027 to 2030, and €18.849,67 annually for 2026 and 2031.

 

Land in Juan Grande for subsidized housing

 

In the same plenary session, the council also approved the transfer of a 2.249,81 m² plot of municipal land, zoned for residential use and located next to the Juan Grande school, to the Canary Islands Social Housing and Infrastructure Entity (Visocan). The land will be used for the construction of 42 publicly subsidized housing units. Visocan is committed to drafting the building project, processing the necessary reports and permits, and putting the construction work out to tender and awarding the contract within a maximum period of five years.

 

Credit recognitions and grants

 

The plenary session also approved two extrajudicial recognitions of credits for the payment of invoices for supplies and services to the City Council for €165.316,88 and €719.110,23, respectively. In economic matters, it was also approved to include in the Strategic Subsidy Plan for the Department of Sports an amount of €31.850 to subsidize La Bodeguita del Medio for the IV Maspalomas Costa Canaria Domino Open 2026, the Mastlán Sports Club of Maspalomas Atlántica, a leading handball club in the municipality, the Acebuches Trail Socio-Cultural and Sports Association for the II Element Games - La Híbrida del Pueblo 2026, the Wolft Fit Club for the II Maspalomas Hybrid Race 2026, the entity JBC Eventos SCP to partially finance the organization and development of a sports tournament for youth categories at the Maspalomas Sports City, and the Veredas Atauro Club for the IV Traiña Bike Ceisa 2026, and in the Social Services Subsidy Plan 2026-2028 a subsidy of €5.000 for the General Canary Foundation of the University of La Laguna, allocated to the Research and Transfer Project in Neuropsychology of Pediatric Cancer in the Canary Islands, which is investigating suicide and school success in children and young people with chemotherapy sessions in childhood.

 

Budget modification

 

In economic matters, a budget modification file was also approved as a matter of urgency in this session to supplement the credits included in the Budget by €335.000 for the Municipal Tourism Area for the planning, programming and execution of tourism promotion activities for the municipality, institutional campaigns, organization of events, sponsorships in collaboration with entities and associations and the payment of fees to the tourism associations to which the institution belongs

 

Also approved in this plenary session was the dismissal of the two allegations presented against the initial approval in the plenary session of April 30 of a budget modification for extraordinary credits financed with liquid surplus of Treasury for general expenses, for a total amount of €223.900, and also to approve in this act said economic modification in a definitive manner.

 

Cooperation Plan

 

Another matter unanimously approved by the plenary session was the proposal for public works that the City Council will submit to the Island Council for funding through the Cooperation Plan, charged to the 2027 budget, for a total amount of €876.516,49. Mayor Marco Aurelio Pérez explained that the projects will include the renovation of the façade of the El Tablero Indoor Pavilion, for €532.516,21, and the renewal of the public lighting network on Avenida de la Unión Europea, for €344.000,28. The plans for these proposed projects are already being drawn up and will be submitted to the Island Council once completed.

 

Sports recognition for 'Scifo'

 

At this plenary session, it was also unanimously approved to name the sports facility at pitch 2 of the Maspalomas Sports Complex after Daniel Oliveros García 'Scifo', in recognition of the values ​​and exemplary character that marked the sporting and personal life of this footballer from San Fernando de Maspalomas, born in January 1984 and who passed away on April 14th. He stood out for his leadership and fighting spirit as an attacking midfielder. Having come through the youth ranks at CD Maspalomas and UD Vecindario, he played for UD Las Palmas' reserve team in the Third Division, El Castillo CF, SD Lemona, Barakaldo CF, Burgos CF, and CD Estepona, before returning to Gran Canaria to retire at Estrella CF in 2013.

 

Motions: Pride and Alzheimer's centers and Senior Residence

 

In the motions section, the Corporation unanimously approved an institutional resolution commemorating International LGBTI+ Pride Day, celebrated every June 28th. In it, in accordance with and endorsing the proposal by the Canary Islands Federation of Municipalities (FECAM), the San Bartolomé de Tirajana Corporation reiterates its firm commitment to the democratic values ​​of equality, freedom, dignity, and respect. It also recognizes the fundamental role of LGBTI+ associations and social entities in the Canary Islands, whose work has been key to advancing awareness, support, prevention, and the defense of rights, and requests that the Government of the Canary Islands provide sufficient and stable funding so that municipalities can develop specific equality and diversity programs.

 

The plenary also unanimously approved a motion from CC urging the City Council to promote the necessary technical, administrative and budgetary actions to enable the start of construction on the Alzheimer's centers in Aldea Blanca and San Fernando, and the contracting of the drafting of the construction project for the future Senior Citizens' Residence and its day center. The motion also requests, in parallel, that the Association of Municipalities of the Midlands of Gran Canaria sign the corresponding agreement for its financing, and urges it to promote the appropriate procedures for the tendering of the works. Furthermore, this motion urges the Gran Canaria Island Council and the Canary Islands Government to include San Bartolomé de Tirajana in the Third Canary Islands Social and Healthcare Infrastructure Plan to ensure the necessary funding for its construction. Should it not be included, the motion proposes that the Island Council assume the costs of managing and providing the social and healthcare services at the Residence, "respecting a preferential system of access to places for the municipalities of the Mancomunidad de las Medinías (Association of Municipalities of the Mediterranean Region), in proportion to the financial contribution made by each municipality towards the construction of this infrastructure." In this regard, the motion notes that this City Council has already approved in plenary session the transfer of 18 million euros to the Mancomunidad for this purpose.

 

Avenue of the Americas

 

During the questions and comments section, the mayor informed the spokesperson for the NC group that the road improvement works on Avenida de Las Américas in El Tablero are not halted, although the work with heavy machinery has already been completed. Marco Aurelio Pérez stated that “It should be clear that the company carrying out the work is a reputable firm that is paying its workers properly” and also that “the works are on schedule.” The mayor, who alluded to the complexity of the project, especially because work has been carried out on the town's main street and all the old, dilapidated underground pipes have been replaced, emphasized that “despite this complexity, the entire project has been completed without any interruptions to the electricity and water supply, and without any problems of external discharges into the sewer system.”

 

Marco Aurelio Pérez reported that the asphalt on the central traffic lane was polished last week and that the traffic signs were installed yesterday. “The only remaining work is the street furniture, such as benches, trash cans, and planters,” he said, thanking the residents, the construction company, the local businesses, and especially the project manager for their involvement and cooperation throughout the project. “The work has continued uninterrupted. It is nearing completion, and the company has not missed any deadlines,” stated the mayor, who informed the council that the electrical certification has already been obtained. He also announced that “the City Council is already working to award the contract for the second phase, and the Island Council has guaranteed funding for the third phase, so it is very likely that both phases will be carried out almost simultaneously to minimize disruption to the residents of that area of ​​El Tablero.”
