The council gives the green light to the Housing Department to expand the public housing stock and guarantee the continuity of the La Paz works

The Corporation approves Addendum II to the agreement with VISOCAN, which incorporates the acquisition of 26 homes in Castillo del Romeral and increases the financing of the municipal protected housing program by 6,5 million euros.

The Plenary also approved the extrajudicial recognition of credits, which includes the certification of 1,02 million euros corresponding to the rehabilitation works of the La Paz Urbanization.

 

The San Bartolomé de Tirajana City Council held an extraordinary plenary session this Tuesday in which two matters aimed at further developing municipal housing policies were approved: Addendum II to the cooperation agreement with Social Housing and Infrastructure of the Canary Islands (VISOCAN) for the promotion and construction of protected housing and the extrajudicial recognition of credits file that allows addressing, among other obligations, the certification of the rehabilitation works being carried out in the La Paz Urbanization.

 

The first agreement represents a new boost to the social housing promotion and construction program jointly developed by the City Council and VISOCAN. Addendum II was approved with the abstention of the PSOE (Spanish Socialist Workers' Party) and includes, among other actions, the acquisition of the 26-unit apartment building, with parking spaces and storage units, located on Juan de la Cosa Street in Castillo del Romeral.

 

The acquisition was established for €4.709.428,15 , below the maximum sale price of €4.732.606,31 calculated by the municipal technical office. The homes are intended to be incorporated into the public housing program for later allocation.

 

The approval of Addendum II also allows for an increase of 6,5 million euros in municipal funding allocated to the agreement with VISOCAN , an amount made available through budget amendment 18/2026. This new contribution is in addition to the 35 million euros initially allocated to the municipal program for the promotion and construction of subsidized housing, which now has a total budget of 41,5 million euros.

 

The agreement between the City Council and VISOCAN aims to increase the municipality's public housing stock and facilitate access to affordable housing. Addendum II also allows progress to be made in planning the various developments, including preparatory work related to municipal plots, appraisals, project drafting, project management, and urban planning and development management.

 

Continuity of the rehabilitation of La Paz

 

The second matter approved by the Plenary, also with the abstention of the PSOE, was file 11/2026 of extrajudicial recognition of credits, for a total amount of 1.050.016,70 euros , for which there is an adequate and sufficient budget allocation in the municipal budget of 2026.

 

The main amount in the file corresponds to the Housing Area and, specifically, to the rehabilitation works of the La Paz Urbanization. This is certification number 14 of the Residential Environments of Programmed Rehabilitation project for the La Paz Urbanization , carried out by Desarrolla Obras y Servicios SL, for an amount of €1.027.904,70.

 

The Councillor for Housing, Lucía Jiménez , explained during the plenary session that the progress of the works has necessitated technical modifications due to circumstances detected during their execution. Among these modifications is a change to the planned solution for the elevators after studies of the building structures and the ground determined that adding new loads was not advisable.

 

For this reason, self-supporting metal elevators have been chosen , avoiding transferring that load to the building's structure. The initially planned solution for the rooftop water tanks has also been modified, again to prevent overloading, and replaced with individual aerothermal systems in the apartments. Jiménez pointed out that these technical decisions had to be made quickly to accommodate the construction work while residents remained in the buildings, and the project had to be completed by December of this year.

 

The councilwoman also emphasized that the modifications introduced do not increase the overall projected cost nor alter its objectives . The project maintains the measures aimed at improving accessibility and energy efficiency in the buildings, adapting only certain construction solutions to the actual conditions identified during construction.

 

The approved out-of-court settlement therefore allows the financial processing to continue and payment to be made for work already completed. The Comptroller's report indicates that this procedure requires approval from the full council and that the necessary budget allocations are available to cover the settlement.

 

With both agreements, the Housing Department continues to develop in parallel the two lines of its municipal policy: increasing the public supply of protected housing and improving the conditions of accessibility, habitability and energy efficiency of the existing residential stock.
