The Department of Social Services and Senior Citizens is moving forward with the development of the future Social and Healthcare Center for the Elderly by launching a tender process to contract the drafting of the necessary technical plans for its subsequent construction. The facility will be located on plot "N" of Campo Internacional and will have a minimum of 153 places , 135 of which will be for residential care for individuals with high needs , and 18 for day care , distributed across nine living units. This procedure marks the beginning of the necessary technical phase before the tendering and execution of the works can proceed.
The tender has a base budget of €571.941,75 . The contract will be awarded through an open procedure , with standard processing and subject to harmonized regulations. Interested companies may submit their bids electronically through the Public Sector Procurement Platform until 23:59 p.m. on September 26, 2026 , while the opening of the financial bids is scheduled for September 28. The contract has an execution period of eight months.
The contract will provide the necessary technical documents to define the future infrastructure, including the architectural design and corresponding installation plans, as well as the health and safety and geotechnical studies. The award will not depend solely on the financial offer, which accounts for 49 points of the total. The architectural and urban planning proposal will also be evaluated, with an additional 38 points, along with specific criteria related to cognitive accessibility and signage adapted for people with disabilities and dementia, the equipment and furnishings project, and the management and quality systems.
The First Deputy Mayor, Alejandro Marichal , emphasizes that this new phase allows for “the launch of the first public social and healthcare infrastructure of its kind in the municipality, a landmark project for San Bartolomé de Tirajana and especially important due to its social impact.” For his part, the Councilor for Social Services and Senior Citizens, Dimas Sarmiento , underlines that “we must anticipate a demographic reality in which people are living longer and in which anyone may need, at some point in their life, support related to a greater or lesser degree of dependency.” In this regard, he considers it “essential to have social and healthcare infrastructure capable of providing an adequate response to these needs.”
The future center will be designed following the Person-Centered Care (PCC) model and in accordance with the established regulatory criteria for the care of older adults and people with high levels of dependency. The provision for co-living units, along with the cognitive accessibility criteria included in the tender itself, forms part of the definition of a facility intended for both high-demand residential care and the provision of day care services. Currently, according to the documentation prepared for the project, the municipality has no available public residential care places, in a context marked by the increase in the population over 65 years of age and in situations of dependency.
The awarding of this contract will allow the drafting of the technical documentation, which will define the future Social and Healthcare Center in detail, to begin. Once this phase is complete and the corresponding administrative procedures have been fulfilled, the technical project will form the necessary basis for moving forward with the subsequent contracting and execution of the works. The Department of Social Services and Senior Citizens will continue to monitor the process and communicate any progress made in the following phases of the project.
