A minor contract is a legal and quick mechanism designed for one-off, low-value projects (in this case, averaging around €3.800 per contract). However, when an administration accumulates 8.918 minor contracts totaling €33,64 million, it gives the impression that, instead of planning and putting the municipality's needs out to large public tenders, things are being requested "please" and on the fly, breaking down orders into thousands of small invoices to avoid exceeding the legal thresholds that would require an open tender.
The Mogán Town Hall's minor procurement structure operates as a highly fragmented administrative system, with a historical record of 8.918 minor contracts and an awarded economic volume of €33.64 million, yielding an average amount of approximately €3.800 per contract. This management model has generated 1.893 active statistical indicators or red flags in public procurement monitors, of which 1.868 correspond to the annual period, 8 to minor contracts of lower value, 10 to the time factor, and 7 to the Official Gazette of the Mercantile Registry (BORME). These figures point to award patterns under statistical surveillance without implying direct legal irregularity.
