The plenary session of the Santa Lucía de Tirajana City Council approved this Thursday the modification of the Fiscal Ordinance regulating the Tax on the Increase in the Value of Urban Land (IIVTNU), which will mean, when it comes into force after the period of allegations, a bonus of 95% of all real estate inheritances. In the same session she took possession of the minutes of her as the new councilor of the Municipal Corporation for the Neighborhood Group of Santa Lucía de Tirajana, María Ángeles González Herrera. The majority of the plenary session rejected a motion from the Santa Lucía de Tirajana Neighborhood Group on the creation of the Corps of Mobility Agents and another motion from the same group regarding the reorganization of care for residents in the Citizenship Care Office ( OAC).

The Councilor for Tax Collection and Management, Marcos Rufo, defended on behalf of the government group the modification of the Fiscal Ordinance regulating the Tax on the Increase in the Value of Urban Land. Until now, after a reform carried out in 2019 during this mandate, this bonus only affected the well-known “capital gains” tax on the inheritance of a primary residence or a commercial premises with economic activity. When the allegations period passes and the final reform is published, the 95% bonus will be applied for the inheritance of all real estate assets. Another change that the reform of the ordinance includes is that citizens will be able to make the IIVTNU payment at City Hall through the self-assessment system, in this way they will be able to do it more quickly.

The spokesperson for the Santa Lucía de Tirajana Neighborhood Association, Manuel Hernández, criticized the municipal government for the time it has taken to carry out the reform and justified his abstention “because I want to reserve the right to study this ordinance with more time.” PSOE councilor Verónica Suárez also criticized the municipal government for carrying out “this reform now, when they could have done it six months ago.” Councilor Marcos Rufo stated that “we first had to prepare a technical report to know the economic consequences of this bonus, and we are going to approve it within the deadlines.” The reform of the tax ordinance went ahead with the votes in favor of Nueva Canarias, La Fortaleza and the Popular Party, and with the abstention of the Santa Lucía de Tirajana Neighborhood Association, PSOE and Podemos.

In the same session, the Neighborhood Association presented a motion in which it requested “That the Plenary Session agree to order that the corresponding procedure be initiated to, after initiation, processing and obtaining by our municipality the status of a municipality with a large population.” , this political group requested that after achieving this recognition, steps be taken for the “Creation of the Corps of Mobility Agents of the Santa Lucía de Tirajana City Council.” The Councilor for Mobility, Nieves García, justified on behalf of the groups that support the municipal government the rejection of this motion because “Santa Lucía de Tirajana still does not meet the requirement of officially having more than 75.000 inhabitants to begin the procedures to be considered large. city and these procedures, according to the law, must be done at the beginning of the mandate.” The PSOE spokesperson, Julio Ojeda, announced his vote in favor of the motion because “we believe that Santa Lucía de Tirajana meets the requirements to be considered a great city, and steps must be taken to do so to subsequently promote the creation of this body of mobility agents”. Podemos spokesperson, Domingo Bolaños, was also in favor of a new body of mobility agents. The motion had the votes in favor of the Santa Lucía de Tirajana Neighborhood Association, the PSOE and Podemos, but it did not go forward because it was rejected by Nueva Canarias, La Fortaleza and the Popular Party.

Another motion from the Santa Lucía de Tirajana Neighborhood Association was also rejected, which requested “That the Plenary Session agree to order that the corresponding procedure be initiated to restore care for neighbors in the OAC without the need for a prior appointment, without to the detriment that neighbors can also continue using said service if they so wish.” The councilor responsible for the Citizen Service Office, Sergio Vega, justified the vote against this motion by the groups that support the government because “in-person attention is already being provided to residents without the need for an appointment, from 1 to On April 25, 955 registrations were carried out, an average of 68 people are served daily by appointment and, in addition, neighbors are served for urgent procedures.” Sergio Vega announced that “there will be a 40% increase in the OAC staff and with the new staff we will be able to serve even more neighbors.”
