This July, the diplomatic authorities of Colombia in Spain have asked Madrid for ways of understanding so that Lopesan responds financially for the work of a maternal and child hospital that was stuck because Lopesan's partner, called Fronpeca, is missing and The Gran Canaria part is the only one that has the capacity to respond financially. According to the initial schedule, the first phase was to be delivered on October 23, 2012. But it could not. Given the non-compliance and lack of financial capacity of the Lopesan Fronpeca consortium, the expiration of the contract was unilaterally declared on November 8, 2013.
The consortium made up of the companies Lopesan Asfaltos y Construcciones Sucursal Colombia and Herreña Fronpeca Sucursal Colombia, will have to pay the Neiva University Hospital the economic damages in the form of consequential damages and loss of profits caused by the breach of construction contract 242 of 2011. The sentence in abstract was decreed by the Administrative Court of Huila, upon ruling on the first of the three lawsuits filed for this work.
Of the 22.000 meters of construction, Lopesan and Fronpeca only intervened 800 meters on the first floor. Now, Colombia wants to finish the five floors, including the urban planning works, hydrosanitary networks, electrical networks, the fire network, the voice and data network, and the air conditioning installations and the medical gas networks. Likewise the installation of mechanical equipment, including three elevators, air conditioners, sanitary and kitchen equipment and urban planning works.
The work records some expansions in the façade walls, insufficient coatings were detected in the reinforcements and humidity in walls and plates, failures in waterproofing on terraces and roofs and deterioration due to paralysis although they can be corrected. A final report must be delivered in about 15 days with the participation of pathologists from the United States and Canada, which will allow them to correct the findings to see if the work can open between October and November 2023.
The first phase was planned in an area of approximately 13.511 square meters and included the foundation, structure, enclosure, partial finishes in the basement and facilities and finishes on the first three floors where pediatric and maternal emergencies, surgery, hospitalization, ICU, unit support and diagnosis, parking, supply of three elevators for staff and services for the hospital. The second construction of the fourth and fifth floors and the two missing elevators.
The architectural complex, begun in 2008, was not completed within the deadlines provided for in the original contract nor in the additional extensions granted to the construction consortium. The work was awarded to the Lopesan Fronpeca consortium and both never finished the work. The civil work began in November 2011 amid serious design problems, winter, lack of supplies, and of course, Fronpeca's financial problems.
