The legislative proposal contemplates the reinforcement of the powers assumed by the Autonomous Community in matters of security after the reform of the Statute of Autonomy of the Canary Islands of 2018

The Government Council of the Canary Islands has taken into consideration this Thursday, at the proposal of the Minister of Public Administrations, Justice and Security, Julio Pérez, the Draft Law on general organization and supra-municipal coordination of the Canary Islands Local Police, for the purposes of a first statement on the opportunity of the initiative, its objectives and the general principles that inspire it.

As stated in the report submitted by Julio Pérez to the Government, the legislative proposal contemplates the reinforcement of the powers assumed by the Autonomous Community in matters of security after the reform of the Statute of Autonomy of the Canary Islands in 2018 and which are detailed in Chapter VIII of the Title V of said Statute.

Specifically, in matters of public security, the autonomous powers are projected in the establishment of public security policies and protection of people and property, the creation, organization and command of a Canarian Police Corps and in the general organization and supra-municipal coordination of the local Canarian police.

The new regulation, which replaces the current Law 6/1997, of July 4, on the Coordination of Local Police of the Canary Islands, is not only more ambitious in terms of its objective scope, but also aims to incorporate into the regional regulations the innovations introduced in state legislation with an impact on local police matters. For example, community policing, the exercise of judicial police functions, the possibility of municipal associations for the exercise of functions assigned to local police or the changes introduced in civil service and gender equality legislation.

Thus, the new legal provision addresses, on the one hand, the general organization, at a regulatory level, of the Local Police forces of the Canary Islands, in its organic, functional and civil servant aspect, pursuing, therefore, an organization of all nuclear aspects. affecting the aforementioned bodies.

And, on the other hand, the regulation of the means and systems that enable the joint action of the local police forces, the scope of their respective powers, in order to achieve the integration of the respective particular actions in the entire citizen security system with which they are entrusted. .
