Marichal's new proposal for the creation of an audit team for contracted Cleaning services

 

The candidate for mayor of San Bartolomé de Tirajana for the Canarian Coalition, Alejandro Marichal, proposes to the plenary session, with the support of 734 signatures from the residents of the municipality, the creation of an audit team to supervise and ensure strict compliance with the contracted services. Cleaning for the municipality. Marichal points out that he does not understand why the service is paid in full, that is, €1.018.000 per month knowing that the specifications are not fully met. “There is no team that audits or supervises compliance with the cleaning contract, and as a consequence the service is poor, there is a staff of 200 workers, but 25%, around 50 workers, are currently on sick leave. ”. Marichal argues in his writing that “the lack of cleanliness in our municipality is evident, we just have to walk through its streets and of course, listen to our neighbors in any neighborhood of San Bartolomé de Tirajana.”

 

 

 

Alejandro Marichal thus appeals for the support of all the political forces of the municipality to create an audit team that supervises and ensures strict compliance with the services contracted with the company awarded the Cleaning service. “A multidisciplinary team, made up of Administration personnel, that verifies that the work is carried out under the conditions established in the contract and that verifies compliance with all the services that must be provided.”

The purpose of the reference contract is the management and provision of the following public services: Cleaning of Beaches and Promenades, with waste collection from Beaches and Promenades, and other similar services, on the Coast of San Bartolomé de Tirajana, including transportation to the landfill of the collected waste; and collection of domestic waste, street cleaning throughout the Municipal District, including the transportation of the collected domestic waste to the landfill designated by the City Council of San Bartolomé de Tirajana, which is currently located in the Juan Grande Environmental Complex, managed by the Island Council of Gran Canaria. The service has been provided, since March 1, 2017, by the temporary union of three companies. To contribute to the implementation of the service, the entire plenary session of the Corporation approved in February 2017 to transfer in a precarious and provisional manner the warehouses and parking that the City Council has in Lomo Gordo-Tarajea, for the mobile park and the offices of the new dealership. The justification given at the time for the transfer of those 4.147,58 m2 was due to the poor condition of the facilities until that moment used by Urbaser on Avenida Alejandro del Castillo, in front of the Municipal Market.

Among the contracted services that are currently not being carried out, the following stand out: the washing of the promenades once a month in areas such as Annex II, Paseo Costa Canaria, Charca de Maspalomas, Faro de Maspalomas, San Agustín-Las Burras-El Veril, Meloneras, Castillo del Romeral and Santa Águeda; supply, placement, maintenance and conservation of municipal walkways over the sand, at the accesses to the beaches; maintenance and conservation, with painting where appropriate, of existing and future municipal footbaths, showers and toilets that are installed on the beaches; cleaning of the metal, stainless steel railings on the promenades of Playa del Inglés, Charca de Maspalomas, El Faro, Las Burras-San Agustín-El Veril, and those that are installed in the future; special manual and monthly cleaning of the areas of the Maspalomas Dunes, with cleaning of the vegetation located in the Dunes Natural Reserve, Playa de Maspalomas and Playa del Inglés, pruning of the bushes on the access stairs to the beaches; contract, where appropriate, the supply of water, from the home drinking water supply network, for washing the Promenades, through the municipal service concessionaire company.

 

In relation to the Domestic Waste Collection and Street Cleaning services, the following services are not provided adequately or are not carried out: Cleaning, periodic washing, emptying and even replacement, where appropriate, of municipal containers or public litter bins; mechanical and manual cleaning of municipally owned roads, cleaning of the shoulders with removal of waste; nor the irrigation and washing of public roads. Furthermore, the renewal of the fleet and machinery in operation is not carried out nor are the improvements carried out without economic repercussions to which the company awarded the Service was committed, such as: Annual Awareness Campaigns; Mobile equipment for people with reduced mobility; analysis of water quality; collection of bio-sanitary waste in the beach emergency care centers or the acquisition of a self-propelled machine for manual beach cleaning; among other actions.
