Conchi Narváez: “City councils will be the executors of a very important part of the European funds that will serve to transform our society and our economy to strengthen them, making them better, fairer, more social, efficient and sustainable”
This morning the 'I Congress of Local Administration FHN Maspalomas - Santa Lucía 2022' was inaugurated in San Bartolomé de Tirajana, which brings together the highest representatives of the country's authorized national officials (computers, secretaries and treasurers of the local administration) for three days.
The opening ceremony was chaired by the mayor of San Bartolomé de Tirajana, Conchi Narváez, together with the Minister of Tourism of the Cabildo de Gran Canaria, Carlos Álamo; the subdelegate of the Government of Las Palmas, María Teresa Mayans, and the mayor of Santa Lucía de Tirajana, Francisco García.
Narváez, during his speech, referred to the current situation of local administrations, “in a post-pandemic scenario and, now, in the midst of an inflationary and war crisis. Fortunately, the EU has arbitrated the 'Next Generation EU' funds, that finance various mechanisms, including 'Recovery and Resilience', lo which has led to the approval by the Council of Ministers of the 'Recovery, Transformation and Resilience Plan, Spain Can' (PRTR)”.

Narváez: The role of city councils, crucial
The first mayor stated that “without a doubt, the role of city councils in this context is essential. We are the first line of the Public Administration and, therefore, the primary and priority link in this era of sustainability.”
And he added that “the city councils will be the executors of a very important part of these European funds that will serve to transform our society and our economy to strengthen them, making them better, fairer, more social, efficient and sustainable.
The councilor added that "to achieve these objectives we must manage better, spend less, taking advantage of every last cent of these funds to achieve these objectives in a horizon that appears uncertain, both geopolitically and economically."
This congress, whose headquarters is the Hotel Riu Palace Maspalomas, turns Maspalomas Costa Canaria on the 16th, 17th and 18th into the national epicenter of analysis and debate on the challenges in the management of local corporations. It is organized by the City Council of San Bartolomé de Tirajana and the City Council of Santa Lucía de Tirajana, with the collaboration of the Cabildo of Gran Canaria and the Gran Canaria Tourist Board.
It is the first time that the CCAA of the Canary Islands hosts senior officials from the Ministry of Finance in a forum of this nature, including professors, magistrates and qualified national officials.
The primary objective of this meeting is to analyze the problem of financial sustainability: deficit and public debt of Public Administrations and local financing.
Likewise, the main regulatory developments incorporated in the General State Budget Bill for the year 2023 are debated and analyzed.
Five presentations
The first day started with five presentations in which representatives of the Public Administration participated: Eva Mota Sánchez, vice-intervenor of the Chiclana de la Frontera City Council; Emilio Fernández Agüero, treasurer of the Talavera de la Reina City Council; Cristina Serrano Mateo, auditor of the Torrevieja City Council; Miguel Palacios Albersanz, general auditor of the Ávila Provincial Council and Pablo Fernández Carballo, professor of commercial law at the University of Vigo.
At the end of each day, the Congress organizes evenings in which guests learn about and taste local products from the host municipalities in a unique enclave with spaces with an international image, such as the Maspalomas Lighthouse.
