"It is an issue that would be police, it is no longer an administrative issue." This phrase was uttered this Thursday to Maspalomas24H by a legal source in the south of Gran Canaria while awaiting the entry of the first complaint for alleged misappropriation of public funds. As details become known, the events bring together three people: the mayor of Santa Lucía de Tirajana, Francisco García, and the officials and part of Naya Nogueira, the family clan that decides everything that happens in municipal financial matters in the south of Gran Canaria. .
The mayor of Agüimes, Óscar Hernández, would have abruptly abandoned the presidency of the Governing Council of the Sur Gran Canaria Consortium for Local Digital Terrestrial Television Demarcation of Telde (Este TV) in the summer of 2022 after approving the annual accounts for this year and which did not include the holding of any congress. There is a calculation error that would sow doubts about the good faith or inability to know how to defend the general interests: in the Este TV budget for 2022, the item for meetings, conferences and courses for 2022 is zero euros and the manufactured expense is 500.003 euros weeks after García's arrival to the presidency of the legal instrument of the TV network. Item 46200 of current transfers to local entities in 2022 has a budget of zero euros. Therefore, when Óscar Hernández signs the financial statement for this year, there is no logical framework in the accounting where to place that expense.
The organization of the First Congress of Local Administration and Officials with National Qualification was later paid for by the mayor of Santa Lucía de Tirajana, who replaced Óscar Hernández at the head of Este TV without it being planned, according to what the statutes on presidencies indicate rotary. Hernández would have refused to let the TV network be the legal vehicle used to hold the congress of officials of the Ministry of Finance led by the Naya officials: the family clan of the Ministry of Finance in the south of Gran Canaria that would control even if a thumbtack falls off the bulletin board of the municipalities with the surname Tirajana.
Noemí Naya Orgeira is the controller of Santa Lucía de Tirajana and Tania Naya Nogueira holds that position in San Bartolomé de Tirajana. Both were part of the table that she awarded, in an unpublicized negotiation sent to Brussels to justify the floor, not ceiling, of spending, and they verified that the specifications conformed to the norm. But there is a part that has not been told in the media: Noemí Naya Orgeira, auditor of Santa Lucía de Tirajana, would give the green light to an order from the mayor of that municipality to execute a local credit modification in the summer of 2022. That is to say: In the summer of 2022 it was already known that there would be a congress and officials in addition to the mayor of Santa Lucía de Tirajana used information months in advance about the level of spending that was going to be carried out and which reached 500.003 euros. Was this negotiation procedure without publicity therefore urgent? The officials maintain that it was legal. The mayor is trying to say that he didn't know anything.
