Marichal is now presenting a motion to the plenary session to outsource the public lighting service, when he decided in 2019, with the quadripartite, to revoke and annul a 2017 PP-AV plenary agreement that already proposed this measure for energy and economic savings. “The inconsistency and lack of ethics of the CC candidate are a lack of respect for the neighbors”
The double political standards with which Mr. Marichal Ramos operates in the San Bartolomé de Tirajana City Council will be exposed and clearly portrayed in the plenary session scheduled for this Thursday, where his group presents a motion to outsource the lighting service public of the municipality.
The presentation of that motion is neither serious nor responsible. It is a demonstration of the personal incoherence and lack of political ethics that characterize the CC spokesperson in the City Council. And it is also a clear example of the lack of enlightenment with which the quadripartite has governed this municipality during the last four years.
The outsourcing of the public lighting service was a measure that the PP-AV government, being farsighted and in view of the increasing municipal needs, decided to initiate and approve on December 3, 2017, six years ago. He provided the file with a budget item of 63 million euros and left it ready for bidding.
With its approval by the plenary session, unanimously by all parties, it was intended that a specialized company would assume for the next 20 years all the management and maintenance of the service in the tourist area, which had been renewed during 2016, and also in the rest of the towns and neighborhoods of the municipality. In addition, the concessionaire would also assume during those 20 years the management and costs of all the Christmas lighting and all the town festivals, and any public event organized by the City Council.
Likewise, the adoption of that plenary agreement responded to other needs. The PP-AV government had proposed a plan to renew, modernize and legalize the electrical installations of all municipal buildings and sports and educational centers, and achieve savings in consumption and the municipality's electricity bill. The economic savings would be about €300.000 annually, and the reduction in electricity consumption would go from 9 million kilowatts/hour per year to only 5 million. This would reduce Co6 emissions by around 2 tons per year.
However, the interests of the quadripartite broke the project. On October 28, 2019, the PSO, NC, CC and Cs decided to revoke that plenary agreement and archive the file intended to outsource the lighting service. It was an incoherent and unscrupulous measure, without any kind of justification, because there was already a previous plenary agreement supported unanimously, with favorable votes from the PSOE and NC. It is incomprehensible that the members of both groups do not lose their shame in the face of neighbors' complaints about the blackouts in the streets, including entire payments in the median zone.
electoral objective
It is now evident that the CC motion to the plenary session this Thursday to resume the outsourcing of lighting pursues an exclusively electoral objective. With it, Mr. Marichal Ramos intends to establish himself as the savior of the great disaster and blunder that resulted in revoking and annulling the government measure proposed by PP-AV. Because they caused a problem. Because they did not offer any alternative for the future and, furthermore, the provision of the lighting service and its maintenance has been so deficient during these four years that complaints and complaints from businessmen, neighbors and tourists continue to be constant.
The CC candidate is just doing theater. With his motion he seeks to stage false leadership in front of the rest of the parties. Before the PSOE, NC and CS, who will predictably vote against externalization as they already did in October 2019, to appear that he is facing the quadripartite formations. And against PP-AV, to imply that his party is in a hypothetical correlation of forces. In any case, whatever the result of the vote on this motion, Mr. Marichal Ramos must learn once and for all that the residents of San Bartolomé de Tirajana deserve and demand greater respect and less political bungling.
The municipality needs people of integrity, who do not play with the general interests as if this were a schoolyard or a daily party. From PP-AV we announce that our position will be the same. We will vote in favor of outsourcing. For consistency, for responsibility. Because it is a necessity and an efficiency solution for the municipality. We already said it in February 2017, when we began the process to change the model from direct to indirect management. Our positioning has not changed. At PP-AV we do not defend partisan interests, nor do we change the plenary vote depending on how the wind blows. The weather vanes do not work in the plenary hall, they are for the roofs.
