Onalia Bueno and her councilors raise their salaries in the first plenary session they hold

NEW CANARY ISLANDS MOGÁN Friday, June 23, 2023

Onalia Bueno increases her salary by almost €11.000, that of her councilors by more than €2.800 and creates 4 positions of trust

Nc-bc, questions the legality of the declaration of compatibility of the mayor Mencey Navarro

In the first plenary session held in this new mandate, the mayor of Mogán and her government group have shown that what they are most concerned about is improving their public salaries.

As it appears in the file, which has been submitted to plenary consideration, the remuneration of the mayor of Mogán increases from €53.065,3 to €63.888,61, almost 11.000 euros more than in the last term. Likewise, the salaries of the councilors suffer an increase of €2.800, which will mean that the residents of Mogán will pay around one million euros a year in taxes for the councillors, and all of this without an economic report from the intervener to endorse it.

In this sense, Juan Manuel Gabella, mayor of Nueva Canarias-Bloque Canarista, who will share the spokesperson position with Javier Romero, in the different plenary sessions, has expressed that the government group, with this decision, shows very little sensitivity and empathy with the social reality in which we live, with inflation and an increase in mortgages that reduce the purchasing power of citizens and which in turn leads to an alarming increase in inequality and poverty with an increase in levels of poverty.

NC-Bc has expressed in this first plenary session its disagreement regarding the salary increase that lacks reasons and that has no place in these times in which other issues that require these municipal economic funds must be prioritized. During his speech, Gabella showed disbelief "at the rush that those from Juntos por Mogán have had in raising their salaries as soon as they began to govern, knowing the situation that many families from Mogán are going through who need social assistance, and who could For example, contribute these amounts that they have used to raise their salary to expand social emergency aid, scholarships, book aid…”

For NC-Bc, this salary increase approved by the Onalia Bueno government contrasts with the meeting that the mayor and the human resources councilor, Mencey Navarro, held a week ago with municipal workers to whom they informed that in the In the month of July, a reduction in their salaries would become effective, specifically through the reduction of their specific salaries.

On the other hand, the government group adds another absurdity, and that is that in the same government session they have created 4 positions of trust with a total gross cost of €103.000 per year.

This salary increase of the government group contrasts with the allocations that the mayor allocates to the opposition, which must be distributed €220 per month among the four councilors that make up the opposition (two from NC-Bc and two from the Psoe).

A doubtful compatibility.

In the plenary session, the declaration of compatibility of three councilors from the government group, Mencey Navarro, Luis Miguel Becerra and Minerva Oliva, was submitted for consideration by the corporation. From Nueva Canarias-Bloque Canarista, legal doubts were raised regarding the legality of granting compatibility to Mencey Navarro, since as established in art. 12.1 letter a) of the law of incompatibilities, the development of private activities cannot be related to public activity. In this case, councilor Mencey Navarro is a lawyer and at the same time councilor responsible for legal advice, so the deputy spokesperson, Juanma Gabella, asked the secretary “if the Mogán city council had administrative mechanisms that would control that the councilor does not use his knowledge of legal issues at the city council in his private activity”, the secretary's response filled the opposition with doubts who, after hearing the statement that everything is under the responsibility of the councillor, voted against the file.

In another vein, the deputy spokesperson for NC-Bc, Juanma Gabella, exercising his opposition work, presented as one of his proposals, holding the plenary sessions in the afternoon, with the sole objective of opening the plenary session to citizens. and provide them with participation to get involved in the municipal activity of the council, especially when there are many issues that directly affect the daily life of the citizen. However, the mayor's refusal was categorical, which demonstrates, as NC-Bc had already announced, "the threatening attitude and direct attacks on all those who think differently."

NC-Bc regrets that the first plenary session has not been productive for all the residents of the municipality, and has only benefited a group of elected officials by raising the salaries of the mayor and her councilors. The desire of the two NC-Bc councilors was to expand citizen participation in the political life of Mogán, the collaboration of the two councilors and better oversight of the government group. However, this first plenary session has unfortunately been used by the mayor for her own interest and to publicly attack and belittle the opposition councilors as well as the councilors who were in the previous legislature and who were not present in the plenary hall.
