Meloneras 2-A will be able to complete its urban construction and its municipal reception thanks to a change in the 1996 PGOU
The improvements to the Camino de Santiago and the free spaces of the T-8 will take up the 871.059 euros that the Cabildo Cooperation Plan will allocate to the municipality in 2024
The distribution of the FDCAN assigns the municipality 13.622,665 euros for investments that the Cabildo and this City Council will cover 50%
The Plenary Session of the San Bartolomé de Tirajana City Council approved this Thursday a file for modifying extraordinary credits worth €74.169.591 that will be allocated to the expansion of the Urban Park of the South, the construction of the new San Fernando Multifunctional Sports Pavilion and the construction of the new Municipal Offices building in Campo Internacional. Also to the Christmas lighting and the payment by court rulings of the fair price and late interest of expropriations that the City Council carried out in its day for the large urban parks of the municipality: La Charca Oasis 2000, Golf Course and the Parque Urbano del Sur. The budget modification will be financed with the liquid remainder of the Treasury from the liquidation of the 2022 budget, and has the favorable approval of the municipal Intervention.
It is the new public infrastructure works that the government wants to undertake to modernize the municipality that capture most of the budget modification. In total 71.627.705 euros. To speed up its bidding and execution procedures as much as possible, the municipal government has decided that the amounts for each project be transferred to the Commonwealth of the Medianías de Gran Canaria, to which this City Council belongs. Specifically, the expansion and remodeling of the South Park, with its extension towards the Sonnenland slope, the specific burial of Alejandro del Castillo Avenue with a false tunnel and the conditioning of the entrance to the Park, which involves the construction of a public swimming pool, the increase in parking and the improvement of accessibility to the site and the footbridges crossing the Barranco, 11.827.817 euros are allocated.
For the demolition of the old San Fernando Covered Pavilion and the construction on the same plot of a modern and emblematic Multifunctional Sports Pavilion, suitable for mass sporting and cultural events of all kinds, the investment will be 24.834.433 euros. And for the construction of the new Municipal Offices next to the Treasury, in Campo Internacional, to concentrate in optimal conditions all the local administration now provisionally housed in the central library building, the amount amounts to 71.627.705 euros. The other two minor items of the budget modification are intended for the payment of the two fair value judgments and late payment interest for former expropriations, which total 2.343.787 euros, and the provision of Christmas lighting with 198.098 euros that will be transferred to the Maspalomas Consortium Gran Canaria.
Meloneras 2-A
In this ordinary session in September, the Plenary also gave its initial approval to a modification of the General Urban Planning Plan (PGOU) in the building area of the Meloneras 2-A sector to allow, among other actions, to close the historical urban planning conflict that Lopesan and this City Council maintained for the green areas of the urbanization; that in the four large empty plots between the Villa del Conde Hotel and the Meloneras Shopping Center, buildings up to seven stories high can be built, and that once the pending works are carried out, the urbanization will be definitively received.
The proposal to modify the planning responds to the observations made by the Municipal Technical Office, which suggests extending occupancy up to 40% in plots of identical typology without this implying an increase in uses, and which conditions the heights to the positive report. that the General Directorate of Coasts issues regarding the formation of architectural screens and shading that the free spaces of the adjacent plots receive.
The modification of the PGOU in Meloneras 2-A, which has a favorable report from the Secretary General of the City Council, as explained by the first deputy mayor, Alejandro Marichal, “will allow all the property plots to be concentrated in front of Expomeloneras; "Move the green area located in front of the Baobab Hotel and remove Mar del Norte Street to unify two plots that would allow the construction of a new hotel."
Marichal maintains that with the approval of this modification of the PGOU “a historical problem that has been going on for 20 years without anyone having had a hand in it is resolved,” and assures that with its final approval an investment of more than 700 million euros will be achieved in the execution of new hotels with 3.600 beds in 1.800 rooms, the construction of which will require 1.500 jobs, and which once built will generate 900 direct jobs and another 1.500 indirect jobs.
In any case, the approval of the modification of the PGOU in Meloneras has as prerequisites the registration of the mandatory transfers of green areas, open spaces, public land and road network that the developer must make in favor of the City Council in the Property Registry. ; and that the promoters also cover the 825.280 euros that it will cost to eliminate the road between the CRU2 and CRU1B plots, and the conditioning of the newly created green zone No. 5.
This modification approved initially now faces a process of public exhibition and allegations for a period of 45 business days.
Cooperation Plan
The Plenary also approved the two actions that Mayor Marco Aurelio Pérez proposes to include in the Council's Cooperation Plan for the year 2024 for a total of 871.059 euros. This is a project for the conditioning of the Camino de Santiago, with a cost of 266.598 euros, and the rehabilitation of the public spaces and parking lots of the T-8 industrial estate of El Tablero, which is the land located between the GC-1 highway and the Casa del Mato, estimated at around 604.461 euros.
FDCAN Agreement
The ordinary plenary session of this month of September also approved the proposal that the mayor formulates for the agreement that this City Council and the Cabildo will observe to manage the annual economic resources that the Canary Islands Development Fund (FDCAN) assigns to the island's socioeconomic development program. Gran Canaria for works in this municipality during the five-year period 2023-2027. In total it amounts to 13.622,664,60 euros, of which the City Council contributes 50%. The largest amount will be for 2023 and amounts to 4.540.888,20 euros. The rest of the annuities are set at 2.270.444,10 euros. The deadlines for carrying out the works from 2024 to 2027 range from January 1 to July 31 and their justification deadlines will end every August 31. For this 2023, the City Council may allocate expenses incurred from January 1, 2021 to July 31, 2024, with August 31, 2024 as the deadline to justify the annuity.
