NC-BC in Mogán ask the Government of the Canary Islands to reject the modification of the PMM

The mayor wants the Government of the Canary Islands to eliminate community use from the PMM Costa de Mogán, to force the eviction of people referred from hospitals who are currently in hotels in the municipality.

Nueva Canarias sees this decision as detrimental to tourism development in the medium and long term, by delving into tourist monoculture as an economic activity.

Nueva Canarias understands that the Minister of Health is the one who should direct the ministry and not Onalia Bueno.

The councilors of NC-BC, Javier Romero and Juan Manuel Gabella, have today registered a letter addressed to both the territorial policy advisor and the health advisor of the Government of the Canary Islands, in which they request that they reject the proposal made by Onalia Bueno to modify the PMM of Costa de Mogán and prevent complementary use in the scope of application of said urban planning document.

 

In said letter they allude, among other issues, to the fact that the reports in the file, especially the one issued by the municipal architect, lack objective support justifying the need to proceed with such modification. In this sense, the official justifies the need to suppress community use, in the tourism model of the mayor of Mogán, without explaining what this model is, or any other issue that justifies this decision.

 

Both councilors understand that the modification is totally arbitrary and therefore contrary to the constitution (art. 9.3) and the rest of the development regulations that establish that all decisions must be motivated, something that does not happen in this file. The councilors hope that this decision is not due to some type of retaliation against the businessman who is developing this activity in the municipality.

 

The PMM of Costa de Mogán, which now aims to modify the Mogán government, was approved on May 22, 2015, by the Government of the Canary Islands. This document established, among others, the community use that allowed the development of activities such as urban parks, integrated facilities, educational, sports, cultural, health, welfare, social, religious, scientific-technological and public service complexes.

 

The reality that configures the current PMM allows the coexistence between tourist use and other uses that enrich and diversify economic activity beyond the monoculture of tourism. The pandemic revealed the great structural weakness of our productive system, supported by tourist activity, revealing, in turn, the need to develop other activities, such as social and health activities, which has allowed certain entrepreneurs in the municipality to continue developing an activity. economical.

 

This legal reality has allowed the Government of the Canary Islands, through the Ministry of Health, to offer solutions to the saturation of the hospitals of Gran Canaria, which sees how their beds are occupied by patients who should be in residences, harming those who need hospital healthcare.

 

For the councilors of NC-Bc, the decision adopted by the Onalia Bueno government is contrary to common sense, and to the conception of politics as a tool at the service of citizens. The suppression of community use of tourist space destroys the economy, harms business owners, patients and health care on the Island.

 

The effects are going to be negative, on the one hand it will mean economic damage to the owner of the Chatur Palmera Mar complex, with a contract in force with the Government of the Canary Islands, and who could request compensation in the event of its termination, it means changing the rules of the game in the middle of the match, since community use has been allowed since 2015. On the other hand, it will harm patients in particular and healthcare in general, since these people in a “transit” situation must be relocated.

 

For NC, the mayor once again dehumanizes the people who receive health services in Mogán, and forgets that they are people with specific needs, who lack, in some cases, resources, and that what they receive is social and health care. But worse is that the Minister of Health bends to the will of Onalia Bueno, and participates in this almost "fascist" game, which determines what type of people she wants in her municipality. She has made it clear that she does not want immigrants or “sick people.”

 

The nationalist formation is surprised that the mayor of Mogán promotes a modification of the PMM, and refused to do so in 2015, when from NC, a review of complementary commercial use was proposed to the plenary session, to avoid the massive construction of shopping centers In Puerto Rico. Onalia Bueno claimed, at that time, that it was not possible because there were businessmen who intended to develop commercial spaces. However now, it seems that they have no problem modifying the PMM, and harming businessmen who are already developing this activity, or those who plan to invest in new sports areas in Mogán. In another order of things, the councilors of NC- BC, Javier Romero and Juan Manuel Gabella, have shown their perplexity at the statements of the Minister of Health, Esther Monzón, by stating in a media outlet that "if the mayor estimates that these people cannot be there because the ground has another use, Health does not have any type of competence in that aspect", as well as "these people will be transferred to other municipalities or spaces where we are all happy, it is not a question of creating a problem but of giving it a solution."

 

For both councilors, the counselor shows an absolute lack of knowledge of the current legality, since making one decision or another cannot be based on the will of what the mayor of Mogán expresses, subjectively, but on the current legality, and it is an irrefutable fact that since 2015 the Government of the Canary Islands, with the approval of the government of Onalia Bueno, has allowed social and health use with the approval of the PMM of Costa de Mogán. But what's more, the Mogán City Council has granted licenses in which it allows the use that it now opposes. The modification of the PMM of Costa de Mogán will not affect what has been developed under the protection of regulations that are fully in force; if so, it would mean the end of legal certainty for investors. If the counselor decides to evict the users of the Palmera Mar complex, she will do so because she does not want confrontations with the mayor of Mogán, since she has sufficient legal coverage to continue complying with the contract signed with the owner of Palmera Mar.

On the other hand, the councilors remind the counselor that she should not govern so that everyone is “happy”, but rather to have quality public healthcare, even if the mayor of Mogán is not “happy”.

 

For NC-BC, Mogán must define a sustainable and diverse tourism model that benefits the development of the municipality as a society, and not be subject to the will of a mayor who only wants tall, handsome, blonde tourists with money to spend, they stated. both councilors.
