The municipal government of San Bartolomé de Tirajana has decided to begin the procedures for the construction of the Senior Residence and a new Day Center. The Plenary Session of the Corporation meeting this Thursday agreed to allocate an initial allocation of just over 36' to these infrastructures. 3 million euros (in total there are €36.354.176).

 

Of that money, €1.388.721,41 is allocated to drafting the project, construction and engineering management, and its health and safety plan, while the remaining €34,965.454,65 will go directly to the execution of the project. project, which will entail the organization and urbanization of the plot and the adjacent public spaces.

 

The government chaired by Mayor Marco Aurelio Pérez Sánchez wants to expedite public tenders for the project and its material execution, because it is considered that both the Senior Residence and the new Day Center are very necessary public services given their enormous demand: the Residence for non-existent, and the new Day Center because the one that currently exists does not cover all the needs of the population and also shares space with the administrative offices of the Department of Social Affairs. 

 

Precisely to speed up administrative procedures, and fearing that the Government of Spain will once again establish a spending ceiling for public administrations in 2024, the municipal government has decided to transfer the money from the project to the Commonwealth of Municipalities of the Medianías de Gran Canaria, to which San Bartolomé de Tirajana also belongs. The same procedure that was already agreed and approved in the plenary session last September continues for the construction of the new San Fernando Sports Pavilion, the expansion of the South Urban Park and the construction of the new Municipal Offices next to the Treasury building. in the International Field.

 

The financial item destined for the Senior Residence is part of a file for modifying extraordinary credits financed from the liquid remainder of the Treasury for general expenses for an amount of 79.525.275 euros that was also approved this Thursday by the Plenary Session of the Corporation .

 

This file, which has the approval of the municipal Treasury, includes two other transfers. The largest, 35 million euros, will be made to Visocan as an initial item and with the category of financing affected for the promotion and construction of public housing in this municipality during the 2024-2027 legislature. The second, amounting to €7.739.945,29, will be allocated to the Maspalomas Consortium to undertake three tourist rehabilitation projects in the urban space. This involves the conditioning of the two walks parallel to the bed of the Barranco de Maspalomas from Avenida Alejandro del Castillo to La Charca (€3.790.438); the construction of a promenade with a bike lane in both directions of the GC-500, from the El Hornillo-Meloneras square to the small square leading up to Montaña Blanca (€2.679.154), and the conditioning of the section of the Paseo Costa Canaria included between the Parque Tropical Shopping Center and the Beach Club Hotel in San Agustín, to which just over €1.270.353 are allocated.

 

In addition, the same file includes the payment of 6 subsidies from the aid plan for the rehabilitation of residential buildings in neighborhood communities approved in 2018 and still unpaid, for a total of almost €90.260. They correspond, specifically, to blocks 17 and 22 of Plaza del Hierro, worth just over €8.867 and €8.558, respectively; to block 8 of the VPO Bandama residential housing complex (€19.733), to the Varadero building in Castillo del Romeral (€6.357), to the community of owners Los Dragos, in San Fernando (€26.873) and to the community of block 4 of the Timanfaya Urbanization (€19.869).

Tourist promotion

 

It was also approved in this ordinary plenary session corresponding to the month of October to allocate €100.000 to the agreement that will be entered into with the Chamber of Commerce, Industry, Services and Navigation of Gran Canaria for the tourism promotion of Maspalomas at the London Tourism Fair (World Travel Market 2023); increase with 30.000 euros the initial budget allocation allocated to aid for cases of social emergency and subsistence in the most vulnerable population of the municipality; allocate 60.000 euros to the celebration of the recreational, sporting and adventure event 'Warrior Race by Playland', aimed at promoting the municipality's tourist offer and celebrating it as an urban circuit in the areas of Meloneras, Sonnenland and Campo Internacional in the month of November, and also allocate a subsidy of €45.000 to the organization and celebration in this municipality of the week-long cultural and film festival 'International Ocean Tour'.

 

General plan

 

Other major and important matters that were approved in the plenary session were several minor modifications to the General Plan. Specifically, the modification of plot 17.2 of the San Fernando urbanization, the site where the first National Police Station was located, next to the Telefónica building and the Alprende del Amo, was definitively approved to change its use of residential to commercial and thus give continuity to the entire street of the Open Commercial Zone of San Fernando; and the modification of plot 33 of Sonnenland, next to the Los Olivos Urbanization. In this case, there is a change in the use of the aparthotel, which reserves 3.600 m² for tourist use but introduces 5.590 m² for commercial use. The first deputy mayor, Alejandro Marichal, commented that the change of uses in both plots does not imply an increase in buildability in either case.

 

In terms of urban planning, a minor modification to the planning was also initially approved, processed at the request and request of the neighborhood initiative of the Platform for Affected People of El Salobre, Lomo Los Azules and surrounding areas, to recognize the detailed planning of the Lomo sector. Marichal explained that with the processing of this file, which has the mandatory favorable environmental report, the municipal government intends to regularize the situation of some 83 homes that are out of planning and provide residential stability to more than 300 residents who have been there for more than 25 waiting years to be able to legalize their homes. Residence certificate

 

On the other hand, the Plenary of the Corporation also gave its initial approval to a modification of the Municipal Fees Ordinance to eliminate the charge of the two euros that the residents of the municipality have been paying until now for the residence certificate obtained through through the electronic headquarters of the City Council (Internet). When the approval is final, because it will now be submitted to public exhibition for a period of 30 days, this process will be free, because it does not entail any expense for the municipal administration, but the price of two euros will be maintained for the certificates requested. in person at the Municipal Offices.

 

Another of the issues approved in this plenary session was the accession of this city council to the 2021 and 2022 framework agreements with the Ministry of Economy and Finance for the acquisition and supply of light commercial vehicles, passenger cars, motorcycles and all-terrain quads through the central office. of contracting and state purchases. 

 

In the urgent matters section, two other economic matters were addressed and approved for a total amount of just over 4 million euros. The first is a specific modification of the execution basis of this year's Budget to incorporate into the list of subsidies an item destined for the Canaria Foresta Foundation for a value of 700.359 euros. The mayor explained that, within the agreement that the City Council has signed with it, they will be allocated to the project of planting trees in the municipality's educational centers to generate shade areas in them. The second was a budget modification file for extraordinary credits for different objectives. One of them is to transfer to the Official Chamber of Commerce one million euros that will be used during the year 2024 to provide housing rental aid to working families in this municipality with difficulties making ends meet. “This money is intended for people who work but it is not feasible for them to pay the high rental rates that exist in the municipality. The Department of Housing will organize the bases of the aid and the Chamber of Commerce its processing and payment,” stated the first deputy mayor. Furthermore, within the same modification, two items destined for the drafting of projects and management of works and security are transferred to the Commonwealth of Medianías. On the one hand, for the Parque del Sur reconditioning project (€650.000) and, on the other, for various works of the Department of Sports (€1.350.000).
