The Plenary approves reserving a minimum amount of €2024 from 200.000 so that social initiative centers that promote the social and labor insertion of people with difficulties can participate in public procurement of this city council

 

The Plenary Session of the San Bartolomé de Tirajana City Council unanimously approved this Thursday to set for the year 2024 a minimum amount of 200.000 euros as a financial amount that the City Council will preserve to enable the right to participate in the bidding and award procedures to the special centers of employment of social initiative and insertion companies and protected employment programs.

 

The Councilor for Economy and Finance, Alexis Moreno Suárez, highlighted that the measure is part of the action program that the municipal government has planned for the International Day of People with Disabilities, which is celebrated this Sunday, December 3.

 

Moreno Suárez informed the Plenary that this proposal for an economic reserve, adapted to the regulations governing public sector contracting, will be applied by the City Council “to any contractual object that is considered appropriate for the purpose of promoting social and professional integration and insertion.” of people with difficulties accessing the labor market.”

 

In this sense, the report of the General Intervention of the Consistory on this measure details that for the city council it represents “a unique opportunity to provide its public procurement with a social nature, and also carry out social policy at zero cost, without any additional cost to the municipal treasury.

 

The guiding list of activities and services that are likely to be included in the contracting procedures reserved by the City Council of San Bartolomé de Tirajana highlights agricultural, livestock, fishing, forestry and related products; clothing, footwear and travel items and accessories; printed matter, brochures, cards and related products; manufactures derived from paper and cardboard; articles for people with disabilities; corporate gifts and furniture; shoulder maintenance work, roof repair, masonry and painting work, and building equipment repair services; road signage and lighting installation services; retail commercial hotel and restaurant services and catering supply; health and safety services; gardening services; web designs; telephone operator services; mail services; building and facilities management; services related to cleaning and waste management; domestic services and also janitorial services.

 

The decision adopted by the municipal government and approved this Thursday by the Plenary Session complies with the fourth additional provision of Law 9/2017 on public sector contracts and with Directive 2014/24 of the European Union, which reinforces the social aspect of the public procurement and imposes a mandate on member states to adopt effective measures to guarantee compliance with social commitments.

 

The EU adopted this Directive, among other objectives, precisely to overcome the difficulties encountered by special social initiative employment centers and integration workshops or companies when participating in bidding and award processes under normal conditions. of competition. 

 

The Common Deputy has already reported that in the councils and town councils of the Canary Islands there is a lack of knowledge of this rule that makes its effective application impossible.
