The Sepca union has kept the pulse by gaining a good part of the weight of the public sector for the next four years in the San Bartolomé de Tirajana City Council. But UGT has maintained the type in a certain way. In civil servants, UGT has won, but among specialists, Sepca (4) followed by CC.OO (2), tying one with UGT and Intersindical Canaria. In technicians, Sepca has taken two positions and the rest, Commissions, UGT and Intersindical with one per union. Everything is very balanced in general terms and the unions will have to sit down to agree on proposals before negotiating with the City Council.
Since 2015, the San Bartolomé de Tirajana City Council has been in the hands of either UGT or Sepca, although with a strong presence of Intersindical and CSIF among officials. It is assumed that the composition of the works council, where the presidency and secretariat of the committee will be between Sepca and UGT, will favor stability and the search for agreements.
In 2021, the previous corporation sued in court against the unions that filed an appeal in the absence of collective bargaining during the process of approving the public employment offer for the year 2020. The court agreed with the City Council by ruling that "the Administration did not is obliged to accept the union proposals" because "negotiating is discussing the issue and trying to agree on something..." but, if, as in this case, the calls are not even attended, then the municipal decision cannot be attacked on the basis of a lack of negotiation".
The then Councilor for Human Resources was Alejandro Marichal, now deputy mayor with CC in the pact it maintains with AV-PP. The delegate councilor of the area, Pino Dolores Santana, who left CC later, activated calls for selective processes for new staff and also for internal promotion, for more than 10 years.
