Mogán initially approves its Budget for 2022 for 60,8 million

15,543 million euros corresponding to four expropriations stand out

This Thursday, in an extraordinary session of the Mogán Plenary Session, the 2022 General Budget of the Mogán City Council was initially approved for 60.816.598,37 euros. Of note are 15,543 million euros corresponding to four expropriations, although their payment will be made in the long term through a loan. Also the increase by almost 20% of the allocation allocated to Social Policy.  

 

The budget, approved with the vote in favor of the Government group (CIUCA) and the abstention of PP and PSOE, has increased by 15,9 million euros compared to 2021 because the items assigned to each expropriation had to be included. so that the Mogán City Council can request a loan with which to make a voluntary deposit in order not to increase late payment interest and make the payment in the long term. 

 

The councilor of the Treasury, Ernesto Hernández, explained that this is not the first time that the local Administration has had to resort to the loan route to pay for expropriations of files prior to 2015. “In the last legislature, even though there was a treasury remainder It was decided to request a loan to assume the main sentence of the expropriation of the municipal cemetery lands, and we consider that the criterion continues to be correct," he explained.

 

Specifically, 11.044.751,1 euros are incorporated corresponding to two expropriation procedures against the Castillo family. One for Plaza Negra and another for plots of the David Jiménez Silva Sports Complex. The assessment of the fair price of both is in the hands of the Valuation Commission of the Canary Islands, since the owners request an amount much higher than that assessed by the City Council itself. “These are files that this Government group has had to assume due to poor management by teams from previous governments, some of which could have been avoided or the cost not being so high,” said the councillor.

 

1.649.231,31 euros are also reflected for the expropriation of a land of 853 square meters in an area near the Hiperdino supermarket in Playa de Mogán, since in 2020 when the Supreme Court annulled the Plan for Modernization, Improvement and Increase of the Competitiveness of Playa de Mogán, this plot is once again classified according to the Subsidiary Standards (NNSS) of 1987 as a Public Green Zone and as such the route of expropriation must be followed.

 

Finally, 2.849.422,72 euros for two plots classified as urban land in the El Cercado neighborhood. The mayor of Mogán, Onalia Bueno, pointed out that the Government group finds it “curious” that the owner is now urging to begin the expropriation when the land has been classified as such since the approval of the NNSS in 1987 and, therefore, there could be requested this procedure decades ago. “He is a direct relative of the PP spokesperson, Francisco González, and it bothers us that it was at this moment when he put the situation on the table and not years ago or during González's time as mayor. Although of course it is their right to do so,” she noted. 

 

 

Leaving expropriations aside, Hernández has highlighted the complexity of preparing a budget that addresses all the needs of the municipality, even more so after two years that have been really complicated by the pandemic. However, he highlighted that, unlike the budget approved in 2021, in which it was debated today, it has been possible to incorporate items such as the one destined for Renovation, Conditioning and Improvement Works in educational centers from the beginning. worth 200.000 euros. In 2021, actions of this type were undertaken by enabling items through budget modification.

 

Likewise, he explained that the City Council maintains its commitment to social policies, whose allocation amounts to 1.204.450,86 euros, representing 19,22% more than this year. Within the aforementioned there are services such as disability care, physiotherapy for dependent people, home help, the Personal Autonomy Promotion Service (SPAP), Respite Time – a support program for development and improvement of the quality of life of caregivers and dependent people – or the supervised apartment for people over 65 years of age, among others. 

 

Likewise, the amount for social emergency aid increases to 806.000 euros, reflecting the fact that the Social Services spending policy contemplates an increase of 8,02%. For its part, investment is maintained for the Extraordinary Social Employment Plans, Training Programs in Alternation with Employment (PFAE) and other policies to improve the employability of the municipality, adding the item for employment promotion to a total of 950.278,88 euros. 

 

In the next financial year, it is expected to receive new income from assuming the management of the seasonal services of the beaches of Taurito, Playa del Cura, Patalavaca, Marañuelas and Puerto Rico. Furthermore, the budget already includes the management of the new parking building in Arguineguín, which will begin operating in the coming months.

 

 

Street Cleaning contract resolved

 

In this extraordinary session, it was also unanimously approved to resolve the management contract for the street cleaning service with UTE Mogán Limpio, formed by the companies Ascan Servicios Urbanos SL and General de Asfaltos y Servicios SL 

 

The resolution procedure, initiated in July 2021, is motivated by the failure of the contractor's contractor to comply with the specifications. In response to the allegations presented by it to the resolution procedure, the Canary Islands Advisory Council ruled that it is in accordance with the law and, therefore, the Mogán City Council has been able to move forward with it. Finally, this morning the allegations have been rejected, the non-compliance recorded in the accredited municipal reports and the contract resolved. 

 

The mayor of Mogán, Onalia Bueno, has reported that work is already underway on the new specifications to put the service out to tender again as soon as possible. 

 

 

Municipal Archive Management

 

Finally, with the positive vote of CIUCA and PP and the abstention of PSOE, the direct management of the Municipal Archive service by the Mogán City Council has been approved and that it can entrust part of the tasks of the service, which do not involve an activity of authority or public function, to a municipal company, in this case specifically to Mogán Gestión SLU 

 

Until now, the Municipal Archive, although owned by the Mogán City Council, has been partly managed by Mogán Gestión SLU without any current or historical management mandate towards said company. With this procedure, the management of this municipal service is fully regulated.
