Conference on the Promotion of Responsible Public Procurement in San Bartolomé de Tirajana

The Department of Economy and Finance organizes a conference, from April 11 to 12, to promote contracts for companies that favor the inclusion of vulnerable people in the Public Administration

The registration period for these sessions, which can only be attended in person, is now open, exceeding 180 reservations

On April 11 and 12, at the Maspalomas Cultural Center, the Conference on the Promotion of Responsible Public Procurement organized by the Department of Economy and Finance of the San Bartolomé de Tirajana City Council with the support of the Observatory of Responsible Public Procurement of the Canary Islands. The registration period is now open, with more than 180 reservations to attend these two days of work that will take place from 9 a.m. to 14 p.m.

 

They will be face-to-face sessions, aimed at public administration personnel and, especially, at those who work in contracting or purchasing products and services, and also at social companies such as insertion companies and special social initiative employment centers. The sessions will address in depth the reservation of contracts for social companies and the inclusion of social and environmental clauses in the tenders of the Public Administrations of the Canary Islands, in compliance with the provisions of the Public Sector Contracts Law 9/2017.

 

The Councilor for Economy and Finance, Alexis Moreno, explains that “the San Bartolomé City Council is taking firm steps in responsible public procurement, as demonstrated by the approved government agreement, by which 200.000 euros are reserved from its budget. year to formalize contracts with social companies. Public procurement is a very powerful tool to make true social policy through employment as well as to guarantee the inclusion of vulnerable people and groups.” 

 

“Beyond this specific action at the municipal level, we wanted to be the spearhead in Gran Canaria, organizing training sessions so that any person or group on the Islands who is interested in promoting responsible public procurement can participate and in doing so as This is due to the fact that, today, its deployment in the Canary Islands is still limited. That is why we are giving this opportunity, which is having a very good response, and with which we hope to exceed 200 registrations,” says the councilor. 

 

The presentations will be given by experts in responsible public procurement, representatives of public organizations and institutions that already apply this reservation in contracts or tenders, spokespersons for insertion companies and special social initiative employment centers, who will talk about success stories. in the Canary Islands and practical workshops will also be given to resolve doubts and share good practices. 

 

The lack of knowledge that still exists around social enterprises, the services they provide and the need for training that is constantly expressed by technical personnel in the public sector, means that the implementation of these powerful social policies is still of little significance in the Canary Islands. It should be noted that, today, only 15% of the Canarian administrations reserve contracts or batches of contracts for social companies, which represents only 10 town councils, out of a total of 88, and three councils.

 

For this reason, the Responsible Public Procurement Observatory collaborates with public administrations such as San Bartolomé de Tirajana, not only in the organization of conferences, courses or professional meetings, but also through direct advice to public procurement technical teams, social companies. and political leaders who request these services.
