SBT approves the renovation of the Principado Hotel, local holidays and the regularization for the granting of rental subsidies

 

The unanimity of the Plenary Session of the Municipal Corporation of the City Council of San Bartolomé de Tirajana agreed in its ordinary session this Thursday, corresponding to the month of March, to give its initial approval to the first specific ordinance that is issued in this municipality with the bases that will govern the granting of aid subsidies for the rental of habitual and permanent homes within the municipal area for working families.

 

These aids, defined by the Department of Housing, will be granted through public calls and following a competitive competition procedure and are intended "to facilitate access to a decent home or room on a rental basis to self-employed or self-employed working families, with fewer economic resources and more family responsibilities,” as explained by the first deputy mayor, Alejandro Marichal.

 

To make these subsidies possible, in the plenary session on February 1, it was approved to modify the Strategic Subsidy Plan (PES), making it clear that its framework of action and its recipients-recipients have nothing to do with the Social Emergency aid that is instructed. through Social Services.

 

Rental aid will be called as long as the City Council has sufficient budget for it. Specifically, for this year 2024, the municipal government approved a budget modification in the last quarter of the previous year worth one million euros, which will be transferred to the Official Chamber of Commerce so that, given the lack of personnel in the Department of Housing, this body is the one that manages the processing of the subsidies.

 

The Ordinance is structured in eight chapters with a total of 24 specific bases. After this initial approval, it will be submitted to public information for allegations for a period of 30 business days that will begin counting from the day after its publication in the Official Gazette of the Province of Las Palmas and on the electronic board of the City Council's web portal. .

 

The first deputy mayor, Alejandro Marichal, explained that the aid will be paid with a maximum of 40% of the monthly rental price and an annual limit of 3.000 euros, and that the receipts of the applicant family units may not exceed the amounts between the €15.876 of the Minimum Interprofessional Wage (SMI) and the €37.800. Furthermore, rental prices may not exceed €850 per month or €1.000 in the case of large families. All objective criteria for granting subsidies are established in the fourth chapter of the Ordinance.

 

Marichal highlighted that these rental aid are one of the four pillars of action of the Municipal Housing Plan, along with the public promotion of housing, for which the City Council already agreed in December 2023 to transfer 35 million euros to Visocan for that purpose. end; the renewal of the existing housing stock through the regeneration and urban renewal programs (Arrus) for the IFA, Santa Águeda and Las Llaves urbanizations, and the release of land for the promotion of public and also rent-free housing. According to the first deputy mayor, the money allocated to the Housing Plan "could be around 50 million euros in total between the Consistory's own contributions and those formalized by other public administrations."

On the other hand, the plenary session of the Corporation also unanimously and definitively approved the minor modification of the General Urban Planning Plan (PGOU) in the urban planning of the N plot of Playa del Inglés. This allows the demolition and building renovation of the current eight-story Hotel Principado, almost 40 years old at the confluence of the avenues of Germany and Bonn, for a building with a modern and innovative architectural design, of 12 staggered heights, with greater provision of complementary and energy-efficient tourist services. “Although the buildable area is increased, the establishment will maintain the 373 authorized accommodation spaces. The building increase will be set with a minimum base that exceeds 200.000 euros, and for that the developer and the City Council will have to sign an urban planning agreement where they will set the valuation of the urban uses that the owner must pay to the municipal coffers," he pointed out. the first deputy mayor.

 

This minor modification file of the PGOU began to be processed on June 26, 2018 at the request of the owner of the plot, Luis Suárez Hurle, to increase the quality of the establishment and convert it into a 5-star Luxury hotel. The initial approval of the modification was reported favorably at the end of February 2022 and approved by the plenary session of the City Council on March 31, 2022. The municipal technical report for the final approval was prepared on March 24, after being received at the City Council. all mandatory sectoral reports requested from other public administrations such as the Cabildo, the Government of the Canary Islands and the Coasts.

The plenary session of the Corporation also approved initially and unanimously a modification of base No. 39 of the Budget for this year, “with the objective of being able to grant greater fluidity and rationality to the contracting of certain services that, due to urgency or necessity, require of greater flexibility and speed,” said the mayor.

 

In this sense, it will no longer be required to publish the tender on the contracting platform or request three offers in the files of minor contracts in which it is not possible to have competitive competition for technical, artistic or protection of exclusive rights reasons. or for reasons of a specific specialty in legal, economic, artistic or any other nature, although this must be justified. Minor contracts are those whose estimated value is less than €40.000 for works, and €15.000 for supplies or services.

As a matter of urgency, the plenary session also granted unanimous approval to the change of one of the two works proposed to the Council's Cooperation Plan for this year. Specifically, it is about replacing the conditioning project of the Camino de Santiago, budgeted at 266.598,24 euros, with a new project to install five self-compactors in San Fernando, El Tablero, Castillo del Romeral and Sonnenland, for 272.055,73 euros, “saving the Camino de Santiago project through its inclusion in the Infrastructure Plan of the Government of the Canary Islands,” as explained by Mayor Marco Aurelio Pérez.

 

Local festivals 2025

 

In addition, the Plenary unanimously approved to designate as local holidays at the work level for next year 2025, Friday, July 25, the Feast of Santiago Apóstol, co-patron of the municipality, and March 21, Tourist Day at the International Carnival, this one in replacement of August 24, the festival of Saint Bartholomew, also co-patron of the municipality, because next year it falls on a Sunday.
