The Plenary approves an Urban Action Program for the urban development of Aldea Blanca

The Department of Social Services will reduce the current six procedures for economic vouchers for food and hygiene products to only two per year, although it will maintain the same total amounts that it previously offered.

The Department of Human Resources will face an operational plan to reorganize the administrative base with which the City Council operates through a promotion procedure for 25 auxiliary and 24 administrative workers and, also, after a historic agreement with the unions, it will equalize the bonuses for night shifts and weekend work for police and firefighters

In economic matters, the Plenary approves 5 recognitions of credits to pay for works and general services worth almost 2,4 million euros

 

The Plenary Session of the Municipal Corporation of the City Council of San Bartolomé de Tirajana agreed today, in its ordinary session corresponding to the month of April, to begin the simplified strategic environmental procedure for the development of an Action Program on the Urban Environment (PAMU) in the streets Arauz, Bentejuí, Arnauz and Isora in the town of Aldea Blanca.

 

The objective of said PAMU is to carry out an urban reform action to improve the delimitation of the alignments of the extension of Arnauz Street by adjusting the particular plots and the Urban Park, an issue that will require modifying the detailed planning of said area established in the General Plan of 1996 and develop new urban management and execution instruments

 

The processing of this PAMU is carried out by the City Council to enable 11 land owners, 9 of them with problems of overlapping and double registration of their plots in the Property Registry, including that of municipal ownership, to solve this problem and undertake the their building development. 

 

This problem originated with the construction of the Aldea Blanca Municipal Swimming Pool between 2002 and 2004, occupying the space that the planning initially allocated for parking on the Urban Park plot, in the block delimited by Alcorac, Arauz, Isora and Bentejuí, and was also built without respecting the mandatory 5-meter setback established by the ordinance.

 

The PAMU that the Department of Urban Planning led by councilor Davinia Ramírez has proposed to the Plenary creates in the affected block a single municipal endowment plot for the public uses of Urban Park, Sports, Social and Free Space for Public Plaza and Gardens; It moves the parking spaces that were planned there and places them on Alcorac and Arnauz streets, and maintains the current configuration of the Urban Park, varying the descriptions of the plots to eliminate double registrations.

 

Urbanism justifies this proposal because it understands that it more efficiently meets the objectives of the PAMU with less alteration of the current planning, since it establishes the alignments of the properties to maximize the available public and private space and complete the urbanization and building process; and eliminates inconsistencies in the organization and description of the existing plots and properties, which are redistributed without affecting the distribution of the Urban Park. 

 

First Deputy Mayor Alejandro Marichal stated that "this procedure, which will take at least three years, will especially allow - once approved - for the owners of the land to build their homes after more than 20 years waiting for this matter to be resolved."

 

Servicios Sociales

 

On the other hand, the Plenary Session of the Corporation also approved introducing a modification to the Municipal Ordinance that regulates the procedure for Social Emergency economic benefits of the Department of Social Services to reduce the processing of vouchers or cards for the acquisition of food or personal and domestic hygiene products made by the technicians and techniques of said department. The objective is that they can dedicate more time to the essential work of designing social intervention plans, accompaniment, support and social, emotional and material advice for service users. In that sense, the processing of vouchers/cards that until now could be up to 6 per year are reduced to only 2 per year, increasing the amounts of these by three times but without changing the total economic limits that they previously had and which remain the same . Thus, for the family units of one person, two vouchers of €450 are now set as standard or basic amounts; €600 for two people; €750 for those with three members; €900 for families of four; €1.050 for family units of five people; €1.200 for families of six, and €1.350 for families of seven or more members. Only in very exceptional and justified situations could one more voucher per year be provided.

 

The councilor of the area, Dimas Sarmiento Navarro, recognized that this measure “will free up the Social Services a lot, because the number of administrative actions that the technicians have to carry out will be reduced to less than half, the administration will be less burdened with tasks of formalizing contracts, and the users of the aid will be able to make better use of the resources they receive because they will be able to choose where to buy and adjust to the offers that best suit them, and it also allows social workers to develop much more monitoring individualized assessment of the situation of the service users in their follow-up appointments with the users.” He recalled that this aid cannot be seized by law.

 

Human Resources

 

Likewise, the Plenary Session of the Corporation also initially approved the Operational Plan of the Department of Human Resources to fill vacancies and reorganize the basis of the administrative structure with which the City Council operates. It will be formalized through an opposition procedure and will consist, on the one hand, of promoting the 25 permanent staff positions occupied by former employees of the Nursery Schools into administrative assistants, this being the task that they have already been performing since October 2013 after undergoing a theoretical-practical training course. And, on the other hand, in the promotion of 24 administrative assistant positions, to fill vacancies and strengthen the organizational and operational structure of the Consistory. 

 

On this matter, the second deputy mayor and councilor responsible for the area, Elena Álamo Vega, stated that “the City Council needs to have an efficient and strategic organization, oriented towards the efficiency and adequacy of Human Resources spending. That is why it is very important to size the workforce and lay the foundations to define a personnel management strategy and design a public employment policy that satisfies the needs and interests of the Corporation to optimize and rationalize these resources.” 

 

Also at the proposal of the Department of Human Resources, the Plenary Session of the Corporation approved this Thursday to modify the articles of the collective agreement of labor personnel and the agreement on the working conditions of civil servant personnel to update the monthly amounts received by public employees who work on shifts work at night or who work on Saturdays and Sundays. This measure, adopted by consensus and agreement with the unions at the general negotiation table, allows the City Council to resolve the problem regarding the equalization of bonuses for night shifts and weekend work between the members of the Local Police forces and of the Fire and Emergency Extinguishing Service, which until now had become an entrenched issue for many years due to the unique specificities of the working hours of both Security and Emergency bodies of the municipality. “This file is a fairly historic advance for the administration, because it has been demanded by the different union forces and is the product of many working groups and the good work of the unions and the Human Resources work team,” said Álamo. Vega.
