The Secretary of State for Security, Rafael Perez Ruiz, has participated in Maspalomas in a highly specialized program on the management of European funds and on how the private sector should manage these tools. Pérez Ruiz, a person of the utmost confidence of Minister Grande Marlaska, is a legal magistrate of the General Council of the Judiciary, where he served as Head of the Judicial Office Section. Experts have analyzed new forms of controls associated with the management and execution of European funds and the prospects for creating proactive strategies, being essential for budget planning and agreement management. The priority is to manage ministerial budgets and synchronize them with European funds, enhancing the control and use of resources.
Pérez Ruiz said that "this training is essential so that the beneficiaries are well informed and thus ensure correct implementation of the European Funds FSI, IGFV and FAMI." In his opinion, they are "Essential funds to strengthen security and comprehensively manage borders," he stated remotely. He has also pointed out "in addition, making citizens aware of the efforts made by Europe is essential, which is why communication is essential and on this occasion it has materialized through the race that was held in Gran Canaria" with 800 attendees.
The sessions were intended for beneficiaries of the funds, public institutions or private companies dedicated to security and that meet the objectives of these European funds, which in summary is to improve the security of Spain. During those days, the Management Authority discussed these funds (General Subdirectorate of Planning and Management of Infrastructures and Media) all issues related to their management and processing with the objective that the beneficiaries had updated information on the new financial framework 21/27 in which the management procedures have changed - to be able to co-finance their projects.
One of the aspects analyzed is Nomarca, a computer application for analytical control and intelligence of budget and expenditure management, which has been created by Mario García Colorado, Andrés Rubén Sanz Molina, Ricardo Barbado Martín and Manuel Alejandro Ortega Ramírez. This system, originally designed to respond to the specific demands of the National Police, has been essential in the unification of criteria and in standardizing an accounting language among the police economic management teams.
It is designed to overcome the limitations of traditional controls, focusing its capabilities on minimizing errors and optimal human resource management. NOMARCA has evolved over time and is now used at a ministerial level by the General Subdirectorate of Planning and Management of Infrastructures and Means for Security (SGPGIMS). It has been positioned as an essential management tool, facilitating communication both internally and with other government institutions, including the General Intervention of the State Administration (IGAE).
This agenda acts as a decision-making enhancer for managers of the Ministry of the Interior and favors strategic planning. It provides an accurate and updated overview of files and budgets, adapting to the demands of each unit. Providing effective resource management, it presents a clear portrait of financial health. With updated information on contractual processes, it promotes synergy between ministerial teams, strengthening the cohesion and efficiency of the Ministry of the Interior.
