The plenary session of the City Council approves the first regulatory corpus aimed at regulating the operation and correct use of the municipality's sports services and spaces
The plenary session of the San Bartolomé de Tirajana City Council approved this Thursday initially and unanimously the first general regulation for the use and management of all municipal sports facilities, an essential regulatory document that it lacked despite having almost 30 establishments or areas. indoor or outdoor sports, and many of them almost 30 years or more old.
The regulation proposed by the Department of Sports directed by Ramón Suárez Ojeda aims to be the legal instrument that it will use to regulate the correct use of the different spaces and elements of said facilities by users and the relationships between them within them. , and at the same time establish the basic rules that must be followed for the correct functioning of the sports services offered therein and be able to guarantee a sanctioning procedure for cases of non-compliance with them.
Before its final draft, the regulatory project for municipal sports facilities has been submitted to the prior considerations and suggestions of neighbors, organizations and associations in general for a period of 20 days, from April 3 to 24, and will also be presented again to the public before its final approval.
The regulation, whose preamble refers to the consideration of general interest that is given to physical and sporting activity and the legal competence that municipalities have to manage their sports infrastructures, is structured in 12 chapters and 64 articles in which also The general rules of use and prohibitions regulate issues related to the rights and obligations of users, reservations for facilities, rental, prices and even advertising within them.
The City Council intends that the sports facilities can have a multipurpose use, and that is why the regulatory corpus details that they may host - in addition to sporting events - cultural and social activities such as concerts, conventions, assemblies or similar, subject to the Classified Activities Law. and Public Shows (7/2011).
The articles state that the Department of Sports may order the closure of the facilities for reasons of safety, weather or health protection and, also, that they may be accessed with domestic animals as stipulated in the new Law. Protection of the Rights and Welfare of Animals (Law 7/2023).
It is prohibited for sports activities or modalities other than those permitted to be practiced in the facilities without express permission; the advertising, sale and consumption of alcohol and tobacco; access with glass or crystal containers; flares, firecrackers or any other flammable, smoke-forming or corrosive product; the use of music players without headphones; playing or warming up with balls and other objects in locker rooms, stands and non-sports spaces; teaching classes without authorization; the display of banners, symbols or emblems that incite violence, xenophobic or racist; the installation of static advertising belonging to institutions other than the City Council and, among others, the introduction of food in the changing rooms.
Among the internal regulations, it is specified that access to courts, swimming pools, pavilions or sports halls is not permitted without the appropriate sports clothing or footwear for the practice of each type of sport. Thus, exercising with a naked torso is not allowed except in swimming pools, where you cannot swim with shorts, nor entering the sports halls with a swimsuit or street clothes. In addition, it is noted that each facility will have a place to deposit lost objects with its pertinent control record.
The regulations detail the uses of athletics tracks, grass fields, pavilions and multipurpose rooms, rooms covered with tatami and those for indoor cycling and weight training, open multi-sports courts and those for racket sports, swimming pools and wrestling fields; and also the procedures and formalities required when renting facilities for events and events, and the rules that individuals must observe when renting any sports facility.
The regulatory document, which establishes the conditions for the civic behavior of spectators, establishes three types of sanctions for minor, serious or very serious infractions, which entail warnings and fines of €750, the loss of user status for up to 6 months and fines of between €751 and €1.500, or loss of user status for one year and a fine of between €1.501 and €3.000, respectively.
Once it comes into force the day after its publication in the Official Gazette of the Province, its repealing provision will render void all tacit or express authorizations and also previous factual situations related to the use of the facilities, which contradict or contravene the provisions of the new regulations.
Gold medal
In this session, the Plenary of the Corporation also gave its approval to the awarding of the gold medal of San Bartolomé de Tirajana to the theologian and journalist Andrés Barriales Ardura for being “a faithful defender of respectful and peaceful coexistence in Maspalomas, creating actions to raise awareness about peace and conflict resolution”, and for promoting and promoting the proclamation of Maspalomas as a Rotary City of Peace, achieved in March 1916. Barriales, who developed his professional career in the world of radio (he was Ondas Award in 1977) and as a professor at the Official School of Tourism of Madrid, he was Governor of Rotary International and as such supported the celebration of the International Camp for Peace and Conflict Resolution that the local Rotary club organizes annually in Maspalomas since year 2015, within the framework of the Summer University. He was also the promoter of the 'International Peace Conference' aimed at young schoolchildren in the municipality, which the Rotary Club of Maspalomas has been holding annually since 2018 and which in its 2023 edition brought together more than 500 participants.
La Paz Urbanization
A budget modification worth €162.000 was also approved in this plenary session for the rehabilitation and improvement work of the La Paz Urbanization, a task that will have a total cost of just over €4,7 million. To address it, the Department of Housing directed by councilor Lucía Jiménez has entered into co-financing agreements with the Government of the Canary Islands, which will contribute some 3,3 million euros (70% of the total) through Next Generation Funds, and with the Cabildo Housing Consortium, which will add nearly €698.100 (14,7%). In addition to this budget modification approved by the plenary session, the pre-cofinancing agreement for the cleaning and renovation of the residential environment of the 132 homes in La Paz includes the City Council contributing to the payment of another two annual installments of €268.042 in the years 2025 and 2026. In In total, the City Council will contribute €698.085 to said project, of which the residents of the urbanization will have to return €35.000 to the municipal public treasury when the works are completed, as detailed by the first deputy mayor, Alejandro Marichal.
Modernization Plan
The plenary session of the Corporation also approved another budget modification worth €90.000 that the City Council will allocate to the payment of the drafting of the Plan for Modernization, Improvement and Increase of Competitiveness of Maspalomas Costa Canaria (PMM) by Gesplan technicians. The municipal commitment includes contributing to this task another two annual installments of €100.000 in 2025 and 2026. “The drafting of the project document, which seeks to promote the renovation of the accommodation plant and obsolete shopping centers, will have a total cost of €966.812, of which 667.000 will be contributed by the Government of the Canary Islands,” explained the first deputy mayor.
Favorite Son
The Corporation also unanimously approved the designation of Noé Peña Rodríguez as Favorite Son of the municipality. The former director of the Municipal Music School died unexpectedly at the age of 46, on October 29, 2022. It was Mayor Marco Aurelio Pérez who suggested this appointment, which was instructed based on the “extraordinary relevance and consideration he achieved from the citizens for his valuable human qualities and personal and professional merits in the field of arts and culture, with unequivocal dedication to the benefit and exaltation of the municipality.” Here he performed a transcendental task as a musical teacher and as a thorough researcher of folk and traditional music. He was a member of Los Gofiones and the Municipal School Music Band, directed the musical groups Azaigo, Las Dunas de Maspalomas and Los Horcones de El Tablero, and was the promoter and director of the Umiaya Folkloric Group. He edited and published three manuals for partying with the timple, lute and guitar, and was also the precursor of the Ethnography and Folklore Days that have been held in Maspalomas since 2019.
Scholarships and Ampas
At the proposal of the Councilor for Education, Elena Álamo Vega, the plenary session approved this Thursday to include in the Municipal Strategic Subsidy Plan the two lines of aid corresponding to the years 2025 and 2026 in terms of scholarships for students of post-compulsory official education and subsidies to the Ampas, for a total amount of €72.000 annually, dedicating €60.000 to the former and the other 12.000 to the latter.
Sports subsidies
It was also approved in this plenary session to incorporate €200.000 into the Strategic Subsidy Plan to cover the two lines of subsidies in competitive competition that the Sports Department establishes for 2024. €25.000 is allocated for individual athletes and €175.000 for sports clubs. Mayor Marco Aurelio Pérez clarified that “these budget allocations are only initial and will be increased with remainders from other items as the financial year progresses.” He indicated that, taking into account the spending ceiling imposed by the Government, from now on the City Council will only and exclusively serve the athletes and clubs of San Bartolomé de Tirajana, "because we cannot continue being so splendid and giving money to many people who are not from the municipality. Paper supply
Another matter approved by this plenary session at the proposal of the Councilor for Economy and Finance, Alexis Moreno, was the accession of the City Council to the new framework agreement with the State Purchasing Central for the supply of paper for photocopiers, copiers and multicopiers, to speed up purchases. , promote savings and decongest the municipal contracting department.
