The macro contract for the cleaning of Maspalomas, already in the municipal kitchen

Dácil Santana Thursday, July 11, 2024

The macro contract for the municipal waste collection and urban and beach cleaning service in the south of Gran Canaria expires in 2027 and is already beginning to be prepared because it must be put out to tender just when this current term managed by AV-PP and CC ends. The local authorities do not want pressure and even less improvisation with a service that for the contractors generates a lot of prestige as it is a top European tourist destination that includes Maspalomas. Some small companies in the south of the island are already setting up teams of engineers to establish alliances with European groups. "Here it should be better if the alliances are with local companies, we are already tired of Nordics from Las Palmas or Goths from Madrid coming to offer us mirrors like during the Aztec conquest," said a businessman from the construction sector who asked not to be quoted. .

In 2027, the temporary union of companies formed by the Mexican company FCC, Lopesan and Bitumex, which is owned by Lopesan, will reach its 12-year limit. This was awarded in 2016 but the specifications began to be prepared in 2013 given that there are a series of technical parameters that require high specialization and a lot of calm so as not to make mistakes in the final mathematics. In the previous tender that opened in 2013, four offers were presented: Urbaser, which lost it, Ferrovial Servicios (Prezero now), there was then Santana Cazorla SL and Valoriza Servicios and the alliance of FCC and Lopesan, which surpassed with its 405,38 evaluation points to the rest of the participants.

The tedious new contract must provide for things such as the closure of interior roads in the municipality, the efficient use of energy and fuel savings or the management of waste at the Prezero and Pérez Moreno plant in the Gran Canaria Sur Ecopark. Precisely, the one best positioned for the contract is Prezero because it has data from the system that it delivers to it every day, including time slots, the FCC UTE and Lopesan. Prezero is German and shares an owner with Lidl. In 2013, the schedule that was planned for seven years was extended to 12 years to reduce annual amortizations, and with those amortizations implement new services without increasing costs. If it is awarded in 2027 and the Mexican FCC loses it, there may be an appeal and it will be blocked for a few years.

This award allows the City Council to correct and regulate the contract for the street cleaning and waste collection service in urban and tourist centers, and on the promenades and beaches of this municipality, which had already expired even in its extensions, generating continuous extrajudicial recognition of credit to be able to cover its costs.

The total cost of the service during these 12 years will rise to 129,5 million euros, with an annual fee of 10,7 million euros. The award, approved with the votes of the PP-AV government group in 2016, already allowed for a successive annual extension of the contract for a maximum of three years. In the specifications for the award it will be stated that the new concessionaire will maintain the entire workforce, their salaries and their categories, and also the continuity of their collective agreement even if it has expired, because that was already foreseen, and is understood to be extended. . With the award to FCC, the south of Gran Canaria managed to reduce costs by around 1,6 million euros because until then beach cleaning and garbage collection were being carried out separately at a cost of 12,3 million euros. annual.
