Mogán recovers tax inspection powers

It has been agreed that the Mogán City Council recovers the exercise and control of the functions of inspection of taxes and other public law income

 

This Friday, in the ordinary session of the Mogán Plenary Session, it was agreed that the Mogán City Council recovers the exercise and control of the functions of inspection of taxes and other public law revenues, powers that the Gran Canaria Council has held since 2005.

 

The City Council delegated these powers to the Island Council in 2005 because it did not have sufficient resources at the time, specifically with regard to personnel. However, during the last sixteen years, its company Mogán Gestión Municipal SL has experienced considerable growth, incorporating qualified personnel to effectively carry out tax management, collection and inspection services. Likewise, the technical and budgetary means have been increased to be able to carry out these functions. 

 

The City Council wishes, therefore, to recover the powers and exercise them through the aforementioned municipal entity. To this end, it has submitted to the Plenary the circumstances that prove it can assume these services again, and must now inform the Council of its intention not to extend the agreement adopted in 2005. The matter has been approved unanimously by all the groups present. 

 

 

Lifting of the objection to the price review of the waste collection service contract

 

The Plenary of Mogán has approved, with a vote in favor of the Government group and against PP and PSOE, to lift the objection formulated by the intervening body of the City Council regarding the price review of the previous contract for the waste collection service, signed in 1992. Since then, only two reviews have been carried out, one in 1996 and another in 2009. However, what is appropriate, according to the Comptroller's report, would be to “carry out an annual review of these prices to facilitate calculations and the good development of the contract.” This was also agreed in Clause 4 of the contract, which reads: “The amount agreed upon as consideration may be subject to annual review, at the request of the successful bidder, starting in January 1993 and with effect from that date, they will be successively carried out from January XNUMX of the following years.” 

 

Furthermore, the objection document states that “what cannot be determined is a debt based on the difference between the unrevised price and the revised price, as is done in the price review report” and that, therefore, “ "The amount advanced and the debt to be recognized to the contractor cannot be correct, regardless of the fact that the rates and methods for updating the contract are also considered incorrect."

 

The mayor of Mogán, Onalia Bueno, explained that the objection was issued in 2016 by the previous Comptroller and pointed out that “it is a file that the Popular Party should have resolved. We continue to solve problems of previous Government groups and again we have had to be the ones who put the responsibility to complete it.” 

 

"We must remember that this file has been a participant in mediation in the courts and that it is our duty to resolve it once and for all, and as both the Secretary and the Comptroller have stated, it is a competence that corresponds to the Plenary," said the councilor. After the approval of the matter, the processing of the file will continue, correcting the deficiencies recognized in the discrepancy report of the Coordinator of the Central Services Area. 

 

 

Institutional Motion 25N 

 

The Corporation has adhered to the Institutional Declaration of the Canarian Federation of Municipalities (FECAM) on the occasion of the International Day for the Elimination of Violence against Women, celebrated on November 25. The motion, presented by CIUCA, has been declared institutional and calls for coordination between institutions and administrations with regard to proposing policies aimed at eradicating the different forms of violence against women and minors, and promoting, promoting and advising on all those measures carried out in matters of equality. 

 

Likewise, it urges to continue working from municipal social services in the implementation of equality policies and to commit to having professionals in this area. It also demands the need to provide local entities with sufficient skills, means and resources to allow the hiring of this personnel. Finally, it promotes the application of the measures included in the State Pact against gender violence and requests the Department of Education, Universities, Culture and Sports of the Government of the Canary Islands that educational centers include emotional teaching in their general annual programming. -sexual.

 

 

Green light for the widening of San Antonio Street

 

In the session it was agreed, through urgency, to dismiss the allegation presented by the PSOE spokesperson, Artemi Artiles, regarding the initial approval of the technical project that will allow the Mogán City Council to widen San Antonio de Padua Street in the historic center by means of the expropriation of two properties with the aim of improving circulation in the area.  

 

Artiles proposes in his argument to also include in the project the section of San Antonio Street between El Drago and El Mocán streets. However, the report issued by the Urban Planning area indicates that the writing is more of a suggestion and that as such it can be taken into account once this file is concluded.

 

Therefore, this continues and today the technical project for the demolition of the two homes, which are located respectively on El Drago nº74 and El Pino nº20 streets, has been definitively approved. This decision is motivated because as it passes, San Antonio de Padua Street becomes only 5,57 meters and not the 8 that it has in its section next to the Nicolás Quesada Park, narrowing in such a way that it affects the traffic that enters it daily. and leaves the infrastructure and homes in the upper part of the historic center. 

 

Finally, the Appreciation Sheet has been approved, which has already been accepted by the homeowners. These will receive 160.000 euros, with the payment order being agreed upon in this same plenary session. 

 

The Mogán City Council will act under the Forced Expropriation Law of December 16, 1954 and in accordance with the Regulations of the aforementioned, approved by decree of April 26, 1957, declaring the public utility and social interest that the properties are expropriated. Furthermore, as the mayor pointed out, the two homes were already for sale and the City Council deemed it appropriate to purchase them to carry out this project and take another step in its plan to improve mobility and circulation of road traffic in the historic center. The matter has been approved with the unanimity of the groups present. 

 

 

Other issues

 

With the votes in favor of the Government group, PP and the abstention of the PSOE, the allegations presented regarding the sanctions imposed on two establishments have been rejected. Finally, the 'Devils' pub attached to the Lufesa hotel in Puerto Rico must pay 22.001 euros and close permanently for not having a license to carry out its activity and also receive multiple complaints for non-compliance with schedules and the volume of the music. For its part, 'El Escondite', located in the Ancora Shopping Center, will have to pay 15.001 euros and temporarily suspend musical activity for a period of 15 days for offering live music on the terrace without having permission to do so.
