CC facilitates the private sector to enter VPOs under concession to solve the problem

The Mogán City Council has announced the construction of 254 protected homes under an affordable rental regime, with or without the option to buy, as part of an initiative promoted through the legal figure of the right of surface. In this way, Mogán becomes the first public administration in the Canary Islands to launch an affordable housing offer through public-private collaboration, using this model to facilitate access to housing under favorable conditions. With the planned administrative deadlines, the construction of the homes is expected to begin in the second half of 2025. The AECP of Las Palmas has witnessed the announcement by the mayor of Mogán, Onalia Bueno, of CC, of ​​this change in the rule.

As for the real estate market, prices in Mogán have seen a significant increase over the past 12 years. According to data from Idealista, the price per square metre in August 2024 reached 3.593,50 euros, which represents an increase of 74,46%. This price is 49,04% higher than the average in the province of Las Palmas, where the price per square metre is 2.441,13 euros. In the rental market, the situation is equally unfavourable, with a price of 17,80 euros per square metre in Mogán compared to the average of 13,99 euros in Las Palmas. With these new protected homes, Mogán City Council is taking an important step to improve access to housing in the municipality and alleviate the growing demand for affordable housing.

The Mayor of Mogán, Onalia Bueno, has confirmed that these plots will be used to build 254 homes, which will be located in the areas of Veneguera, El Horno and Motor Grande. This measure represents a significant step forward in addressing the housing emergency affecting the Archipelago and which, in particular, has a significant impact on the municipality of Mogán. Bueno, together with the municipal technician Alberto Álamo, explained that the decision to promote this project responds to the "difficult situation" faced by the citizens of Mogán, and in general in the Canary Islands, to access decent housing at reasonable prices. This problem has its roots in the economic crisis of 2008, which led to a drastic drop in construction and a subsequent shortage of new housing supply, resulting in a decrease in sales and an increase in prices.

Furthermore, the population growth in the Canary Islands, which has increased by 28,30% in the last decade, has been especially notable in Mogán. The population of the municipality has grown by 58,69%, from 13.136 inhabitants in 2000 to 20.845 in 2023. Of this figure, approximately 70% corresponds to people between 15 and 64 years old, which reflects a significant increase in the demand for housing.
