Yellow card in Sweden for lack of risk control for Heimstaden Bostad, owner of Servatur

Sweden's financial watchdog, Finansinspektionen, has reprimanded the Swedish Pension Agency (Pensionsmyndigheten) for its loss-making investment in the troubled residential real estate company Heimstaden Bostad, saying it failed in its risk control duties. Investigations are ongoing to determine whether Alecta, Folksam Liv, Folksam Sak, and KPA Pension have complied with applicable regulations regarding their investments in Heimstaden Bostad. Heimstaden is owned by the financial partner that controls 50% of Servatur, the hotel operator in southern Gran Canaria. Fredensborg is owned by Ivar Tollefsen.

This March, Finansinspektionen (Finance Inspection) reprimanded the Swedish Pension Agency for inadequate risk control in investments in Heimstaden Bostad, a subsidiary of the real estate company Heimstaden. This is stated in a press release sent to Maspalomas24H. The investigation covers the period 2021-2023, and the Swedish Pension Agency failed to comply with the legal requirements for making the investments.

"The Swedish Pension Agency has taken steps to understand the risk of investments in Heimstaden Bostad, but these measures have not been sufficient. The Swedish Pension Agency has also failed to ensure that it has sufficient opportunities to manage this risk. This means that the authority has not met the legal requirements for risk control," says Erik Blommé, General Counsel of FI. It is also alleged that the authority has not guaranteed that it can manage the risk involved in the investments.

FI reveals deficiencies in the Swedish Pension Agency's risk control. Consequently, it has not met the legal requirements for making the investments. The risk identified in the investigation relates to the risk of loss of the invested funds. The investigation shows that the Swedish Pension Agency has taken steps to understand the circumstances influencing this risk. This relates, in part, to the differences in incentives and influence among the owners, the agreed share price, and the obligation to reinvest the funds in the company. However, the Swedish Pension Agency's measures have been insufficient. The agency has also failed to ensure its ability to manage the risk inherent in the investments.
