San Bartolomé de Tirajana promotes a new regulation to expedite the filling of municipal vacancies

The Department of the Presidency and Human Resources, headed by Deputy Mayor Elena Álamo Vega, aims to streamline the process of filling temporary and interim positions in vacant posts within the municipal administration.

The government, led by Mayor Marco Aurelio Pérez Sánchez, continues its efforts to improve the organization and operation of the municipal administration of San Bartolomé de Tirajana. To this end, it plans to approve the Regulations for Reserve Lists for temporary positions and contracts in vacant posts of the various categories of the City Council's staff and civil servants at the ordinary plenary session this Thursday.

 

The Regulation processed by the Department of Presidency and Human Resources, led by Deputy Mayor Elena Álamo Vega, has the approval of the trade union organizations and the works council of the staff, and its objective is to generate pools of temporary public employment to guarantee the continuity and efficiency in the work of the local administration.

 

“It aims to be an effective tool so that the reserve lists and the filling of these professional vacancies can be formalized quickly and appropriately to the needs of municipal services,” says Elena Álamo.

 

The objectives of the Regulation are to serve as an instrument to locate candidates, giving priority to those with the best results in the selection tests that are convened, and with transparency overseen by the Personnel Service, the Personnel Board, the works council and the interested parties themselves.

 

A job pool will be created for each category or function, and it may be established as a priority pool or a general pool. The priority pool will be used to fill temporary positions in permanent roles with vacancies or to cover temporary programs lasting two years or more. The general pool is for other needs, such as temporary programs of less than two years. “Each job pool will list applicants in order of priority for recruitment, based on the scores they achieved in the application processes,” explains Elena Álamo.

 

4-year lists

 

The reserve lists derived from public calls to meet the needs of temporary staff will be valid for 4 years, and may be extended annually until the approval of a new list through a public call.

 

The appointment of temporary staff is subject to a probationary period. This period will be four months for subgroups A1 and A2, three months for subgroups C1 and C2, and two months for other professional groups. This probationary period will be supervised by a tutor who will ensure the proper practical training necessary for the job and will issue a report on the selected candidates' aptitude, absenteeism rate, work attitude, autonomy, and professional quality.
