SBT's Urban Planning Department resumes the process for the concession of the European Park, granted 40 years ago

The San Bartolomé de Tirajana City Council will bring to the next plenary session the declaration of expiration of the proceedings initiated in 2024 to resolve the administrative concession that the company Meeting Point Hotelmanagement (Canaries) SL has held since 1987 on a plot of land in the European Park. This measure complies with the legal obligation to close a procedure when the maximum time limit for resolution expires, but far from signifying the end of the matter, it allows the City Council to restart it with greater legal guarantees and continue moving towards the recovery of public land.

 

The Department of Urban Planning emphasizes that this step is essential to protect the public interest, and Davinia Ramírez explains that the objective is "to do things right so that the City Council can defend its heritage without a procedural flaw jeopardizing months of work. We are restarting the process because we want the future resolution to be firm, secure, and beneficial for the municipality."

 

The Meeting Point case is one of the oldest in the municipality, linked to a concession granted almost four decades ago. During this time, monitoring has been limited, and the current administration has decided to review the status of all historical concessions to ensure they are fulfilling the purpose for which they were awarded. In this case, although the concession must be declared expired, this procedure does not imply a waiver or closure of the matter. On the contrary, it allows the City Council to restart the process with greater guarantees, taking advantage of everything that has already been done and remains valid, and preventing any formal error from being used to derail the process. In this way, the City Council can continue working with a more robust case to regain control of the public land if the detected breaches are ultimately confirmed.

First Deputy Mayor Alejandro Marichal emphasizes that reclaiming public spaces allows them to be allocated to new municipal uses, improves urban planning, and strengthens control over assets that belong to all residents. “For years, concessions were granted without being updated or supervised. Now we are organizing this entire legacy and acting responsibly so that public land once again serves the municipality and is not lost due to administrative errors,” Marichal adds.

 

The file being presented to the full council demonstrates that legal certainty is key to preventing any decision from being overturned by a court, as has happened in previous instances. By allowing the proceedings to expire and then restart, the City Council ensures that the process strictly complies with the law, thus reinforcing the defense of the public interest and protecting the municipality against future claims or annulments.

 

With this action, the San Bartolomé de Tirajana City Council is advancing in its strategy to review, organize and control historical concessions to ensure that public assets are managed with rigor, transparency and a vision for the future.
