The City Council and the ATC will collaborate through an inter-administrative agreement to improve the efficiency of municipal tax collection, reduce costs, and reach debtors in enforcement proceedings outside the municipality.
The plenary session of the San Bartolomé de Tirajana City Council approved in its ordinary session this November, held this Thursday, to formalize an inter-administrative collaboration agreement with the Canary Islands Tax Agency so that it, due to its greater specialization and availability of resources, will be in charge of managing the collection and recovery of tax and non-tax debts from taxpayers through executive proceedings, both within and outside the territorial scope of the municipality.
Mayor Marco Aurelio Pérez explained that the agreement will have an initial term of four years from its signing, with the possibility of renewal for an additional four years. The actions included in the enforcement of collection measures are the execution of seizures and the enforcement of guarantees.
The City Council believes that delegating the collection power to the ATC will have a positive economic impact on the Treasury of the City Council of San Bartolomé de Tirajana, because an increase in the effective collection of debts in enforcement proceedings is expected, and also because the costs associated with said management will be optimized.
The City Council's fee for the ATC's services, set at 7%, will be determined based on the revenue the ATC actually collects. The Council has already allocated an initial sum of €805.000 for the remainder of 2025 and the four-year period from 2026 to 2029.
The aim of the agreement is to optimize municipal tax collection management by leveraging the specialized technical and human resources, as well as the scope of action of the Tax Collection Agency (ATC), to improve the efficiency of tax collection once the voluntary payment period has ended. For the City Council, this is a strategic agreement because enforcement proceedings are a highly complex administrative function requiring a high degree of technical and legal expertise, in addition to advanced human and technological resources. The agreement will allow for the completion of enforcement proceedings for debtors outside the municipality, whose high complexity and costs exceed the usual operational capacity of the local administration. Until now, with the available resources, "the Municipal Tax Collection Company can only handle debtors who own property or have bank accounts in the municipality, and with the ATC we can reach all of the Canary Islands, and through the agreement it has with the State Tax Agency, we will also reach all of Spain," stated the Councilor for Economy and Finance, Gustavo Alexis Moreno Suárez. It is estimated that through the ATC the City Council will be able to collect debts in enforcement proceedings that exceed 10 million euros.
Agreement with Foresta
The council also unanimously approved the signing of a multi-year agreement with the Canary Islands Reforestation Foundation (Foresta) to allocate resources from the Canary Islands Development Fund (FDCAN) to the 'Green Jobs Gran Canaria' project in this municipality. The project has the dual objective of generating employment and training, and contributing to the maintenance of public green spaces. Mayor Marco Aurelio Pérez explained that the total cost of the project amounts to €600.000 for the remainder of 2025 and 2026, co-financed 50% by the FDCAN and 50% by the City Council.
Network communication
On the other hand, the San Bartolomé de Tirajana City Council will continue to rely for another year on the multi-service voice and data network communications service provided by the Telefónica de España joint venture since 2022 for its administrative operations and internal and external connectivity. In this regard, the council approved extending the contract until February 2027, allocating approximately €269.640 to cover its maintenance. The original contract for this service was set to expire on February 26, 2026. Furthermore, in connection with this same matter, the council also approved the appointment of José Manuel Santana Castellano, head of the City Council's systems and networks section, as the technical manager responsible for monitoring this contract.
Environmental evaluation
On the other hand, the council also unanimously approved sending two requests to the Municipal Environmental Authority to initiate the simplified strategic environmental assessment procedure for the Urban Development Program (PAMU). One request is for the project promoted by the City Council itself in the T-1 area of El Tablero, with the aim of completing the urban planning and pending urbanization works in that area. The second request, submitted by Hernández Robaina Servicios Urbanos SL, is for the construction of a new tourist complex of approximately 65 beds on four plots in Morro Besudo, with a buildable area of approximately 3.358 m². This will result in the transfer of approximately 1.646 m² to the City Council for a seafront promenade, public square, and underground parking, which will address a deficit and regenerate the area, stated First Deputy Mayor Alejandro Marichal.
Hotel Las Tirajanas
Likewise, the plenary session agreed to extend the deadline requested by the bankruptcy administrator of the entity Mar Abierto SL, the firm Lener Administraciones Concursales SLP, to be able to respond to the request of the City Council and presumably present allegations to the file for the recovery of the administrative concession of the Hotel Las Tirajanas that the Council has undertaken as the legitimate owner of the facility.
European Park
The council also unanimously approved declaring the expiration of the administrative procedure initiated in July 2024 to terminate the contract award for the European Park to Meeting Point Hotelmanagement (Canaries) SL (August 7, 1987) due to non-compliance with essential obligations of the terms and conditions. The City Council intends to preserve the actions and procedures that remain valid and effective in order to initiate a new procedure with greater legal certainty for the recovery of the concession.
Payment Recognition
Another matter approved by the plenary was an extrajudicial recognition of credits for a total amount of 355.257,22 euros for the payment of invoices for services and purchases intended for the departments of Social Services, New Technologies, Senior Citizens, Sports, Public Lighting, Roads and Works, Motor Pool, Education, Infant Schools, Culture, Citizen Participation, Local Police, Festivities and Events.
Technological needs
Another matter unanimously approved by the plenary session this Thursday was the San Bartolomé de Tirajana City Council's adherence to the University of La Laguna's Dynamic Acquisition System (SDA) for licenses and usage rights of on-premises and cloud-based software solutions. This system facilitates the rapid and competitive procurement of technological solutions through open and simplified procedures that guarantee free competition, administrative efficiency, and respect for the principles of publicity and transparency. As a fully electronic, open design, the SDA is an effective and legally secure option for quickly addressing the City Council's technological needs. It not only improves public procurement procedures but also expedites the integration of the digital tools required by the administration.
The Keys
Among the urgent matters presented, the plenary session unanimously approved entrusting the San Bartolomé de Tirajana Housing Company (Gesvisur) with the management of the works and installations for the urban regeneration and renewal (ARRU) project of the 300 homes in the Las Llaves Urbanization, which will have an approximate cost of 4,7 million euros. The contract for Gesvisur to manage the works has a budget of approximately 120.220 euros.
Another matter approved unanimously and as a matter of urgency was a second agreement between the City Council and Foresta for the development of another employment plan. Mayor Marco Aurelio Pérez explained the urgency of implementing the plan to avoid jeopardizing funding, and Councilor for Cleaning Ruyman Cardoso highlighted that the plan, with a budget of €1.276.689 between 2025 and 2027, will provide employment and training for the unemployed and also "increase cleaning services by reaching areas of the municipality where the current contract is insufficient."
