The San Bartolomé de Tirajana City Council has granted final approval to the minor modification of the 1996 General Urban Development Plan (PGOU) for the strategic T-4 Industrial Park in El Tablero. The agreement, finalized in an ordinary session on October 30, 2025, unlocks the regulatory framework for the development promoted by Gerlach Inmobilien Investment GMBH Sociedad en Comandita (File No. 2415/2018), introducing a new regulatory regime in one of the key residential growth areas of southern Gran Canaria.

Final approval was granted after overcoming all administrative and environmental hurdles. A key technical milestone was the favorable Strategic Environmental Assessment issued by the Regional Environmental Assessment Commission on April 18, 2024, guaranteeing compliance with the Simplified Strategic Environmental Assessment (Article 31.2 of Law 21/2013). This swift process allows the developer to proceed with the licensing application under the new, more comprehensive framework.

The new regulations for Polygon T-4 establish parameters that favor residential densification on key plots, which is essential for the profitability of the development. Most of the multi-family residential plots (P1 to P7) allow for a height of three stories, reinforcing the design of mid-rise blocks. Plot 1, with 4.320 m², is the largest, permitting multi-family residential use with a height of 11,50 meters to the ridge.

The building coefficients are high. Plot 1 has a coefficient of 1,44 m²/m², while other key plots (P2-P4) remain at 1,13 m²/m². Plot 5, which includes an open-plan floor not included in the building coefficient, has a coefficient of 1,30 m²/m² across its 875 m², maximizing the usable living space. Commercial and office use is permitted on the ground floor of residential buildings with two or more stories, concentrating tertiary economic activity without compromising the residential character of the upper floors.

The regulations detail the requirement to provide one parking space per dwelling within the plot, as well as the promotion of shared garages to reduce the number of access points to roads—a crucial technical detail for efficient internal traffic management. This minor modification, driven by a major international real estate investor, seals the urban development plan for the T-4 Industrial Park, offering a framework for high profitability through densification under strict aesthetic and functional controls for the municipality's Urban Planning, Heritage, and Housing Department.
