Galician company Desarrolla Obras secures key €5,5 million housing contract in Maspalomas

The San Bartolomé de Tirajana City Council has given the green light to one of the most significant urban regeneration projects in the tourist municipality, awarding the renovation works for the Las Llaves Urbanization (Phases I and II) to Desarrolla Obras y Servicios, SL. The contract is finalizing its formalization process for a total amount of 5,1 million euros, after Desarrolla's offer was declared the "most economically advantageous" by the Contracting Committee on November 27, 2025. The project aims for the comprehensive rehabilitation of 25 blocks and 300 homes, as well as improvements to accessibility and public spaces in southern Gran Canaria.

The contract award is significant not only for its size but also for the profile of the winning company. Desarrolla Obras y Servicios, headquartered in Galicia, is clearly in a phase of expansion and consolidation in public procurement in the Canary Islands. In 2025 alone, the company secured contracts worth €15,66 million, a significant increase compared to the €9,78 million awarded in 2024. In total, the construction company has accumulated 206 contracts worth €75,14 million in recent years, with 96,8% of its activity concentrated in the construction sector.

The increase in the company's operational and financial capacity has been supported by strategic internal moves. In November 2024, Desarrolla Obras y Servicios, SL acted as the acquiring company in a merger process, integrating Desing and Develops Home, SLU. The merger, agreed unanimously by the share capital and notified on November 12, 2024, dissolved the acquired company without liquidation, transferring "all its assets, rights and obligations" to Desarrolla.

The merger agreement was ratified by the directors of both companies, who control the management companies. On behalf of the acquiring company, Desarrolla Obras y Servicios, the joint directors were: Gustavo Moure Álvarez, in his capacity as the individual representative of Gapik Actividades Empresariales, and Gerardo Collazo Esmoris, the individual representative of Hecomo Capital Management. Both Gerardo Collazo Esmoris and Moure Álvarez also served as joint directors of the acquired company.

This consolidation has strengthened the company's balance sheet and its capacity to handle large-scale tenders, such as the Las Llaves project, ensuring the solvency and know-how necessary to execute urban renewal projects of this complexity in a demanding market like the Canary Islands. The awarding of this contract in San Bartolomé de Tirajana underscores the growing interest of mainland construction companies in the Canary Islands' rehabilitation and public works market, where urban renewal funds are driving investment in the sector.
