The Department of Urban Planning, Heritage, Liability, and Housing, headed by Davinia Ramírez, has approved an agreement to make available a 10.000,01 m² municipally owned property located in the Lomo Gordo/Tarajea area, within the municipality of San Bartolomé de Tirajana, for the purpose of establishing a "Regional Animal Shelter." The agreement involves the temporary and free transfer of use to the Association of Municipalities of the Mid-Mountain Region of Gran Canaria for the construction of a facility dedicated to the protection, shelter, and care of abandoned or stray animals within the association's territory.

 

This step stems from a decision made on December 18, 2025, when the process began to formalize the agreement and make the municipal land available to the Commonwealth. Simply put, it involves making the land available so that the intermunicipal entity can move forward with the project and obtain the necessary permits, without the City Council losing ownership of the land. The agreement establishes the rules for this temporary transfer of use, maintains public ownership of the property, and justifies its allocation based on the public interest, as it involves a service with regional scope and coordination between different levels of government.

 

The report states that the future building is envisioned as an infrastructure to strengthen the protection and care of animals within the Commonwealth, in a context of increasing demand for suitable spaces for temporary custody and requirements arising from sector-specific regulations on animal protection. The project is also presented as a coordinated response to a problem with an impact on animal health, community life, and environmental protection.

 

In this context, the First Deputy Mayor, Alejandro Marichal, emphasizes that “we have made the municipal land available so that the Mancomunidad (Association of Municipalities) can build the regional animal shelter, which is a necessary infrastructure to strengthen animal protection and welfare in a coordinated manner.” For her part, the councilor for the area, Davinia Ramírez, explains that “the agreement organizes the process and establishes the conditions for the temporary and free transfer, maintaining the land as public property and ensuring everything is properly documented.”

 

The file includes a technical report from the Planning Department, dated December 18, 2025, which concludes that the proposed land meets the appropriate urban planning, environmental, and logistical requirements, and that its location guarantees accessibility, safety, and functionality for the future hostel. The agreement also stipulates that, once the construction project is completed and the work accepted, the City Council commits to initiating, within one month, the procedures to transfer the constructed building free of charge to the Commonwealth for its management and operation as planned.

 

As part of the agreement, the contract will be registered in the Municipal Corporation's Inventory of Assets and Rights for official record purposes. Furthermore, the agreement will be notified to the Heritage Service and the Municipal Auditor's Office for their information and appropriate action, ensuring internal monitoring of the file and the necessary administrative coordination in the following steps.
